Description

SAIC is looking for a proactive, organized and process-oriented professional Project Manager to directly manage the operational aspects of ongoing projects and serve as liaison between program management and planning, project team, and line management. This position is supporting a recently awarded 5 yr DoD contract and is based in the Newport, RI area.

Specific responsibilities include: Review status of projects and budgets; manage schedules and prepare status reports. Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract. Develop budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.

Other duties may include:

  • Assess and enhance programs: Requirements Definition, Strategic Planning and Stakeholder Analysis.
  • Generate Integrated Product Team (IPT) Charter, Project Management Plan, and After Action Reports.
  • Guide and define business improvement and organizational process to drive critical programs.
  • Perform process analysis, process improvement and monitor/control processes.
  • Assist with enhancement of Project Management Review and Agile Scrum.
  • Apply analytic methodologies and principles to identify improvement areas in new and mature programs and support process reengineering.
  • Develop and present needs assessments, briefings, and reports.
  • Utilize business process tools and specialized expertise to streamline initiatives and integrate disparate rules, policy, and technologies.
  • Leverage subject matter expertise and problem-solving methodologies to foster solutions alleviating strategic roadblocks and create innovative solutions for ambiguous problem-sets.
  • Provide project Metrics and Performance Standards based on the project milestones and outcomes that are traceable to the Program Managers key performance parameters.
  • Provide consulting support to Program Managers and support personnel in project management principles, techniques and processes to include assessing Project Status, Reporting, Progress Tracking, Control Gates, Data Management, Project Communication, Risk Analysis, and Stakeholder involvement.
  • Directly support Program Managers in executing their programs, preparing briefings, documentation, and working with customers, stakeholders, and team members to provide an integrated solution.
  • Organize, update and maintain information repositories including design documentation, master schedules, collaboration managing, developing, and tracking of project status, budgets, and schedules.
  • Develop mechanisms for monitoring project progress and for intervention and problem solving.
  • Track and monitor new and ongoing program activities.
  • Work with staff from different disciplines, including management, engineering, procurement, logistics, and production to complete tasks.

Qualifications

REQUIRED EXPERIENCE AND EDUCATION:

  • Bachelors and six (6) years or more of related experience or Masters and four (4) years or more experience
  • Minimum of three (3) years related experience in the field or in a related area
  • DoD Experience
  • Project Management Experience
  • Basic understanding of engineering/technical documentation such as:
    • Planning and scheduling procurement
    • Fabrication and assembly of electronic systems
  • Strong organizational skills and ability to work in a fast-paced environment.
  • Knowledge of: Change management, Facilitation, Organizational Assessment, Process Modeling, Consensus Building, Organizational Restructure, Design and Implementation, Project Management Processes, Data Modeling, and Benchmarking/metrics
  • MS Office proficiency including Project, Excel, Word, and PowerPoint
  • Operational or analytic production experience
  • Demonstrated ability to quickly ramp up to support customer’s needs, clearly communicate (orally and written) ideas, take initiative to provide creative solutions to challenges and/or systemic problems
  • Desire to be part of a well-established but expanding team that values and rewards quick learning, proactivity and Team-First mindsets

CLEARANCE REQUIREMENTS:

  • Must be able to initially obtain an Interim Secret Clearance and then obtain and hold an Active Secret Clearance for the duration of work on the contract

  • PMI PMP Certification
  • Certification as Agile Scrum Master
