This job posting represents two vacancies, please review the job description for each below:
The Division:
The Controller's office is the Colorado Department of Labor and Employment's central accounting and finance office. The Controller's office maintains activities that involve overseeing internal financial controls; ensuring compliance with various regulations; acting as the approval authority for journal entries, cash receipts, interagency transactions, appropriation and appropriation transfer transactions, and yearly allotments; and facilitating the annual Financial and Single Audit. The Finance Office provides internal support to the Divisions, Offices and Units within the Colorado Department of Labor and Employment, including Unemployment Insurance, Employment, and Training, including the Workforce Development Council and the Rural Consortium, Labor Standards and Statistics, Oil and Public Safety, Workers' Compensation, Vocational Rehabilitation and Family and Medical Leave Insurance (FAMLI). This also includes the Office of the Future of Work, the Just Transitions Office and the Office of New Americans. The Controller's office is part of the Executive Director's Office and is located in downtown Denver.
Payroll position:
The Payroll unit is responsible for the accurate and timely collection and reporting of hours worked and leave taken by department employees in accordance with the Federal Fair Labor Standards Act, Family Medical Leave Act and State Personnel Rules. This unit serves and pays nearly 1500 employees. This unit processes all monthly, bi-weekly and supplemental payrolls. Processes all insurance elections for new employees and benefit changes during open enrollment while ensuring data in multiple payroll systems, EDSys, CPPS, KRONOS, CORE or any other HRIS and/or payroll systems are synchronized.
The Accountant I will, in accordance with Generally Accepted Accounting Principles (GAAP) and all applicable State fiscal rules and regulations and Federal rules and regulations; identify errors and ensure compliance with applicable rules and regulations; manage work flows to ensure that all accounting transactions are processed accurately and in a timely manner; maintain files that include supporting documentation for all accounting transactions; ensure internal fiscal policies are followed; ensure fiscal deadlines are met; ensure accurate and timely monthly, quarterly and year end closes; monitor and maintain accounting controls; and resolve accounting discrepancies on a timely basis.

General Accounting position:
The Accountant I will, in accordance with Generally Accepted Accounting Principles (GAAP) and all applicable State fiscal rules and regulations and Federal rules and regulations; identify errors and ensure compliance with applicable rules and regulations; manage work flows to ensure that all accounting transactions are processed accurately and in a timely manner; maintain files that include supporting documentation for all accounting transactions; ensure internal fiscal policies are followed; ensure fiscal deadlines are met; ensure accurate and timely monthly, quarterly and year end closes; monitor and maintain accounting controls; and resolve accounting discrepancies on a timely basis. This position will perform basic calculations, reconciliations, ledger maintenance, and grant program monitoring using the State's accounting system and grant module in CORE. In addition, they will enter payments out of grant funds, encumbrances, enter journal voucher transactions, process cash receipts, interagency transfers and payments . This position will prepare executive management reports and grant financial reports for Federal, State and Local grants with accuracy and completeness.

MINIMUM QUALIFI CATIONS:
Experience Only:
Four (4) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to four (4) years
Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for four (4) years of education
Preferred Qualifications:
  • Experience with federal grants, matching/reserve/MOE requirements, and Uniform guidance
  • Performing duties similar to those assigned to the position as a classified State of Colorado employee.
Competencies:
  • Financial department processes: Familiarity with the different processes, duties, jargon, role in an organization, and other specificities of the financial department within an organization. Understanding of financial statements, investments, disclosing policies, etc.
  • Accounting techniques: Experience with the techniques of recording and summarizing business and financial transactions and analyzing, verifying, and reporting the results.
  • Critical Thinking: Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Judgment and Decision Making: Considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • The Governmental Accounting Standards Board (Generally Accepted Accounting Principles).
  • The Office of the State Controller (Colorado State Fiscal Rules, Fiscal Procedures Manual, Procurement Rules, Accounts Receivable Collection Rules, CORE Policies and Procedures, etc.).
  • Federal rules and regulations related to the administration of Federal grants, up to and including knowledge of the Federal Uniform Guidance.
  • Successful individual in this position will also have knowledge of the Legislature and/or Governor's Office (Long Bill appropriations, Executive Orders, Colorado Revised Statutes), and CDLE specific policies and initiatives
