Job Title: Junior Estimating Specialist

Location(s): Westminster, CO

Status: Full-Time

FLSA: Exempt

Hiring Range: $55,000.00 - $65,000.00/yr. (The anticipated starting salary pay range of $55,000.00 - $65,000.00/yr. is based on minimum requirements for this position. Minimum requirements are a list education (or equivalent) and at least list years of experience of relevant experience. RSI EnTech, LLC is recruiting for Junior Estimating Specialist who is responsible for estimating the work of multiple sites throughout the DOE Legacy Management complex by communicating with site project teams, reviewing scopes of work, engineered plans, specs, staffing plans and other related documents.

This position is required to travel and be in the field up to 10% of the time.

Primary responsibilities and essential functions:

• Prepare estimates of probable costs of materials, labor and equipment, and subcontracts for construction projects based on contract bids, quotations, schematic drawings, and specifications using WinEst estimating software.
• Develop and prepare conceptual estimates using limited preliminary design documents/information.
• Works closely with engineers, site leads, risk management, and other professionals to develop budgetary cost estimates, change orders and/or bid comparison estimates using WinEst.
• Confer with engineers, designers, owners, contractors, and subcontractors on changes and adjustments to cost estimates.
• Develop both direct and indirect costs.
• Navigate and understand FAR regulations, building codes, construction methods and means, CSI codes, and RS Means.
• Present completed BOE and estimate to Lead estimator for review.
• Attend review meetings with site leads, site managers, and other staff.
• Manage multiple estimates at one time.
• Performs bid analysis to determine if outside source estimates are fair and reasonable.
• Finalize and store BOEs and estimates in the estimating department historical database.
• Works with interdepartmental groups to prepare BOEs and estimates.
• Evaluates proposals, scopes of work, blueprints, and construction documents to understand the project as a whole.
• Provide accurate and clear quantity takeoff information to provide a detailed list of labor and nonlabor line items.
• Provide written BOEs, cost estimates, budgets, and updates for estimate requester.
• Staying updated with current economic and industry trends.
• Develop Replacement Plant Value estimates (RPV) for site specific assets throughout the DOE Legacy Management Complex.
• Other duties as assigned.

Work experience, skills, and capabilities needed:

• Capability to acquire a working knowledge of DOE regulations and requirements as they relate to contracting and estimating.
• Ability to acquire a working knowledge of WinEst, RS Means, and CSI codes.
• Basic knowledge of construction methods and means.
• Strong analytical and math skills. Highly organized and detail oriented.
• Skills to analyze data.
• Proficient in critical thinking and problem solving.
• Great verbal and non-verbal communication skills.
• Excellent time management.
• Ability to work independently.
• Competency to obtain and maintain a working knowledge of how estimate development processes work.

Technical knowledge, certifications/licenses, and software proficiency required:

• Proficiency in Microsoft Word, Excel, and PowerPoint.
• Valid driver’s license.
• Basic knowledge of construction.

Desirable qualifications, experience, or proficiencies of the ideal candidate:

• Experience using WinEst Estimating Software.
• Able to perform quantity takeoff both manually and electronically.
• Ability to read and interpret construction technical drawings, specifications, codes, and other requirements.
• Understanding of basic accounting and project management concepts.

Required Education and Years of Experience:

Bachelor’s Degree in Business, Construction Management, Engineering, Finance, Math, or related field with less than 5 years’ experience but a minimum 5 years of general construction experience preferred.

Working Conditions and Physical Requirements:

Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs may be defined as sedentary when walking and standing are required only occasionally, and all other sedentary criteria are met.
