General Definition of Work
The professional nurse will provide primary, and preventive care to individuals and families in the STD and Family Planning clinics.

Examples of Duties

This professional registered nurse role performs a high functioning degree of professional nursing work in providing primary care preventive and rehabilitative health care to individuals and families in the Family Planning and Sexually Transmitted Disease clinical programs. The primary responsibilities of this position are to function autonomously within the Family Planning and STD programs to: provide client centered interviews, risk reduction counseling, treatment of STD's and client education to promote health and disease prevention with a focus on birth control methods for medically indigent clients. These duties require strong client assessment skills a thorough knowledge of general medical conditions, Sexually Transmitted Diseases and Family Planning. The purpose of the Family Planning program is to provide reproductive life planning options with the ultimate goal being to help clients make informed decisions in planning their family unit. The goal of the Sexually Transmitted Disease program is to provide optimum health care to clients with known diseases, to provide screening for disease, as well as, to provide disease prevention education to prevent re-infection and the spread of disease. This position may also be required to work within other clinical programs as needed.

Essential Functions
  • Provide direct public health nursing services, education, counseling, and community resource referrals to Clinical Services clients.
  • Provide direct public health nursing services, client assessment, education and non-judgmental counseling, administering medications and treatments, developing individualized plan of care, referral services and coordination of community resources.
  • Establish and maintain an accurate database through extensive health history of client; prioritizes areas of concern and communicates findings via client medical record or other appropriate document.
  • Utilize HIPAA regulations and confidentiality requirements when handling client information and communication.
  • Participate in Department of Health and community activities including committees and staff meetings to facilitate coordination.
  • Review client records for completion, appropriate care, and follow-up, lab documentation and notes.
  • Exhibit adequate computer skills to allow communication, patient record documentation and utilization of information.

Knowledge, Skills and Abilities
Comprehensive knowledge of County and Department policies and procedures; comprehensive knowledge of the principles, standards, practices and techniques of professional and public health nursing; comprehensive knowledge of treatment, assessment, immunization and related medical services for the type of medically ill patients in area of assignment; thorough knowledge of local and State rules, regulations, procedures and policies pertaining to nursing services; comprehensive knowledge in preparing reports and other types of correspondence; comprehensive knowledge in the use of standard office equipment and associated software (e.g. Patagonia HER software); comprehensive knowledge of and in the use of the equipment required for the position; ability to exercise judgment in appraising situations and making decisions; ability to accurately maintain patient medical records; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to solve problems within scope of responsibility; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with patients, physicians and associates.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling and repetitive motions, frequently requires standing, walking, sitting and lifting and occasionally requires stooping, kneeling, crouching or crawling and tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment, frequently requires working with volatile, unpredictable patients and occasionally requires working near moving mechanical parts, exposure to outdoor weather conditions, exposure to the risk of electrical shock and wearing a self-contained breathing apparatus; work is generally in a moderately noisy location (e.g. business office, light traffic).

Minimum Qualifications

Education and Experience

Graduation from a four-year college or university with a B.S. Degree in Nursing which includes a Public Health Nursing rotation and one year of Public Health Nursing experience; or graduation from an accredited school of professional nursing and two years of professional nursing experience including one year in public health; or an equivalent combination of education and experience. Licensed to practice as a Registered Nurse in North Carolina by N.C. Board of Nursing.

Special Requirements

Possession of a valid NC Nursing license upon hire.

Completion of Title X Mandatory Reporting and Human Trafficking, Patagonia and Child Health Enhanced Role Nurse training within six months of hire.

Valid driver's license in the State of North Carolina.

Supplemental Information

Completion of the NC HIV Counseling and Testing Program is preferred: however, training may be completed upon employment. Completion of the Physical Assessment of Adults and STED Nurse Clinician Training Combined Practicum Course with capability to function as a Sexually Transmitted Disease Enhanced Role RN is preferred; however, training may be completed upon employment.

Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.
