General Definition of Work

Performs complex professional work planning, directing, supervising and coordinating social services programs, services and staff, preparing and administering agency budget, developing and managing policies and procedures, interpreting laws, policies and regulations, and related work as apparent or assigned by the HHS Director or the County Manager. Work involves setting policies and goals under the direction of the Health and Human Services Director. Divisional supervision is exercised over 150 staff members. Rockingham County is a Consolidated Human Services agency.

Qualification Requirements

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Supervises program activities and supervisors whose staffs are engaged in a variety of social service programs.

Recruits and selects division personnel; assigns, directs and inspects the work of and evaluates assigned personnel; ensures the proper education and training of personnel; recommends rewards, transfers, promotions, suspensions, and terminations; disciplines, coaches, and counsels staff; develops staff schedules, approves leave requests.

Serves as division liaison to committees and the Board; provides presentations as needed; maintains extensive contacts with numerous local public assistance agencies.

Interprets laws, policies and regulations relevant to the administration of programs; assesses impact on staff and clients; evaluates division and program effectiveness; reviews specific problems in social service or eligibility policy and procedures.

Prepares reports and other types of correspondence; maintains files and records.

Responds to inquiries from staff, Board, County Manager, clients and media.

Investigate cases for adoption; supervises adoption placements.

Supervises adult care homes under the rules and regulations of the Medical Care Commissions

Assists and cooperates with the Division of Adult Correction of the Department of Public Safety and their representatives.

Assesses reports of child abuse and neglect; takes appropriate action to protect children pursuant to the Child Abuse Reporting Law, Article 3 of Chapter 7B of the NC General Statutes.

Accepts children for placement in foster homes; supervises placements.

Receives and evaluates reports of abuse, neglect, or financial exploitation of disabled adults; takes appropriate action as required by the Protection of the Abused, Neglected, or Exploited Disabled Adults Act to ensure their protection.

Serves as the appointed guardian for incompetent adults in pursuant to applicable NC laws.

Arranges for disposal of unclaimed bodies, either by cremation or burial.

The Social Services Director will work in partnership with the Department of Public Health, Veterans Services and Youth Services.

Knowledge, Skills and Abilities

Comprehensive knowledge of County and Department policies and procedures; comprehensive knowledge of the principles and methods of administration, including planning, directing and personnel and fiscal management; comprehensive knowledge of human behavior essential to working effectively with individuals and groups; comprehensive knowledge of current social, economic, legal and health problems and the provisions of the Federal Social Security Act; comprehensive knowledge of public welfare policies and programs, staff of professional and non-professional employees; comprehensive knowledge of applicable Federal and State laws, rules and regulations; comprehensive knowledge in preparing reports and other types of correspondence; comprehensive knowledge in the use of standard office equipment and associated software (e.g. One Solution/Sun Gard for Timekeeping and Purchasing); ability to plan and execute effective in-service training and staff development programs; ability to express complex ideas effectively, orally and in writing; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to establish and maintain effective working relationships with officials, associates, community agencies, various community officials and the general public.

Education and Experience
Bachelor's degree with coursework in business administration, public administration, social work, psychology, sociology, or related field and extensive experience in social work, income maintenance, human resources, finance and considerable supervisory experience, or equivalent combination of education and experience.
 
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and repetitive motions and occasionally requires standing, walking and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
 
Special Requirements
Complete Child Welfare Pre-Service, DSS Fiscal, Red Cross Disaster, Shelter, Legal Aspects of Social Services, and NIMS training within six months of hire.
Extensive Knowledge with NCFAST.
 
Valid driver's license.The selected candidate must have strong and collaborative leadership skills and value innovation, performance management, staff engagement, community collaboration and multi-disciplinary/integrated service delivery.
Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
