Position Overview

This position is located in Economic Services Division.
Potential for Telework/Remote options may be considered based on training, quality assurance, performance, and/or business needs.

Examples of Duties

PRIMARY PURPOSE OF POSITION: The primary purpose of this position is to provide programmatic and administrative direction to the Economic Services Section of the Cumberland County Department of Social Services. Work subordinates to this position which include, caseworkers, Income Maintenance Technicians, clerical/processing assistants, supervisors, and program managers.
Under the direction of this position, the section supports the mission of the Department of Social Services (DSS) by implementing six human service delivery systems (Temporary Assistance for Needy Families (TANF), Food and Nutrition Services (FNS), Subsidized Child Care, Medicaid for Family and Children (FCH), and Adult Medicaid (AD) and the Energy Programs). These systems provide a constellation of mandated and specialized prevention-oriented services. The application of advanced administrative skills is utilized in planning, evaluating, organizing, staffing, supervising, controlling, innovating, and coordinating the operations of the section. This position is expected to coordinate the work of this section with the work of other sections and other community resources to maximize the effectiveness of DSS. The program focus of this position will be the Medicaid Programs.
This position works under the direct supervision of the Assistant Director of the Economic Services Division.
DUTIES: The Section Chief is responsible for setting long term programmatic and operational goals, as well as the necessary organizational structure and support resources to accomplish those goals. By using information systems within the section and within the agency as a management tool, the Section Chief plans programs that meet the needs of the customer and community. The Section Chief initiates and participates in the development and implementation of mechanisms to generate management reports which reflect program and staff effectiveness, such as practice standards, reporting systems, fiscal accountability, and other quality assurance measures.
The Section Chief works with the program managers to develop consistent with statute and state policy and procedure; revises external guidelines to meet the needs of children and families when changes occur, and advocates for legislation that would strengthen programs that already exist or would allow for the development of programs to meet specific needs.
This position must respond to disasters as needed in accordance with State Law 166A which states that Cumberland County DSS, in the event of a natural or manmade disaster or upon the declaration of a state of emergency by the Cumberland County Emergency Management office or in the event of an isolated emergency incident, shall open, staff, manage and act as lead agency for the emergency shelter. The emergency shelter may be open 24 hours per day including weekends. This position may also be required to perform other duties related to emergency and/or disaster situations as needed.
This position performs other related duties as required or assigned.

Minimum Qualifications

MINIMUM EDUCATION & EXPERIENCE
Graduation from a four-year college or university and five years of administrative experience in government or business; or nine months of graduate training in an accredited school of social work and four years of supervisory or administrative experience in social work; or an equivalent combination of education and experience.
PREFERRED EDUCATION & EXPERIENCE:
Graduation from a four-year college or university, preferably with a major in business, public, or hospital administration, or human services, and three years of full-time supervision, administrative, or consultative experience involving participation in the planning and management of a Social Services Economic Services Public Assistance Programs to include policies and procedures.

Knowledge, Skills and Abilities

Thorough knowledge of methods and principles of casework supervision and training; thorough knowledge of case work techniques, and practices and applications to casework and community problems; considerable knowledge of social and economic factors in the community and local programs; considerable knowledge of the laws, regulations, and policies which govern social services programs; considerable knowledge of principles and techniques of public administration, including personnel administration, budgeting, and office management; skill in directing a staff of case workers and supervisors and related professionals and students engaged in a variety of services.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver's License.

Law enforcement background check is required.
Duties of this position require the use of the employee's personal vehicle.
This position will require assisting in emergency and/or disaster situations.
The Cumberland County Department of Social Services has a dress code policy that must be adhered to. This policy includes specific guidelines related to tattoos and body piercing.
