Detailed Job DescriptionThe Environmental Health and Safety Manager for FMS provides overall management and expert advice to ensure a safe working environment for all Facility Management Services (FMS) employees, while minimizing RIT's impact on the environment. The EHS Manager for FMS will accomplish this by managing a variety of compliance of occupational and environmental health and safety programs for FMS. This position is responsible for administering and managing the below programs.
Occupational Health and Safety: Occupational Health and Safety consists of programs that positively affect general safety and health. FMS programs include, but are not limited to, hearing conservation, respiratory protection, confined space entry, electrical safety, blood borne pathogen safety, contractor/construction safety, fall protection, walking working surfaces, personal protective equipment, hot work, hazard communication, accident/injury reporting-tracking-and investigation.
Environmental Compliance: Environmental compliance consists of protecting the natural environment and fostering sustainable use of material, environmental, and energy resources. FMS Programs include, but are not limited to, air permitting, water permitting, hazardous waste management, hazardous material transportation, and oil storage, asbestos abatement and disposal, pesticide use and wetlands.
The position additionally directly supports EHS senior leadership in the overall strategic management of the EHS department, as well as supporting FMS senior leadership in overall strategic management of the FMS department.
Responsibilities:
- Manages and administers occupational and environmental health and safety programs for FMS to include developing and implementing program objectives, approving action plans, writing compliance policies/procedures/protocols, and serving as FMS expert in environmental health and safety. Manages compliance audits. Applies program requirements to all duties and tasks on different FMS groups.
- Develops and presents training (classroom and computer based) and education materials to support to FMS operations in the development and execution of consistent safety and environmental management programs. Training includes new hire, refresher, and student sessions.
- Serves as EH&S resource and consultant for FMS employees: ensures FMS is compliant in environmental health and safety local, state, and federal regulations/codes. Actively monitors changing regulations and ensures FMS implements changes. Actively engages employees to determine issues and corrective actions.
- Assist in development, implementation, and success of the EHS management system. Applies broad concepts to FMS specific needs and ensures compliance.
- Manage the Construction Safety Program. Review projects, grant proposals, construction plans, etc. as appropriate to determine and address health and safety risks. Actively engages project managers and their outside contractors to ensure a safe working environment during construction, and for RIT employees in the completed projects.
- Perform inspections, leads investigations, and develops corrective actions. Performs accident/injury investigations. Coordination and inspections of FMS safety equipment and instrumentation. Maintains equipment and tool resources and specifications for FMS personnel, manages FMS safety footwear program.
- Serves on committees and project teams to further the environmental health and safety of the RIT community (liaise with EHS on RIT Campus Safety Committee, EHS expert on FMS Project Teams). Regularly reports EHS statistics and program requirements to FMS leadership team at monthly Operations meetings. Advocates EHS initiatives to FMS leadership and develops action plans, training, data reports, and complete programming to implement those initiatives. Actively collaborates with FMS leadership to ensure EHS programs and compliance are a top priority. Serves as needed on the campus Incident Management Team/ EOC and maintains necessary FEMA training requirements.
- Development, implementation and maintenance of EH&S Procedures for FMS.
- Provides support as needed during major campus events (e.g., Commencement, Move-In, etc.). Maintains crowd manager certification.
- Responds to incidents as needed. Acts as subject-matter first responder for ammonia plant, including respirator and monitoring systems expert.
- Perform other EHS duties as assigned such as reviewing RIT events for safety and being available for 24 hour emergency response.
Department/College DescriptionMinimum QualificationsExperience/Education:
5 years of directly related experience in environmental health and safety program(s) in which the position is supporting.
Bachelors degree Environmental Health and Safety, or directly related field
Skills:
- Knowledge of related EHS laws and regulations/standards
- Knowledge of related health and safety equipment, policies, procedures, inspection process, and strategies to promote health and safety
- Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
- Ability to meet deadlines while managing multiple priorities
- Ability to work both independently and as part of a team.
- Skill in use of computer databases, compliance software, and Microsoft office
- Skill in public speaking and technical writing.
- Skill in establishing strategic direction.
- Ability to influence new EHS policies and procedures.
- Ability to supervise and lead others.
Please Note:This position may include the generation, handling, disposal or other management of hazardous wastes. Hazardous wastes could include, but are not limited to, chemical or paint wastes, regulated medical wastes, universal wastes, electronic wastes, used oil or any other waste material that is determined to be a hazardous waste.
This position may be required to complete a program of classroom instruction and on-the-job training that will instruct them to perform hazardous waste duties in a way that ensures RITs compliance with the requirements of the Resource Conservation and Recovery Act (RCRA). This training program will include initial training within 6 months of assignment in this position and annual refresher training provided by RIT Campus Safetys Environmental Health & Safety Department.
This position may be required to complete training and have the appropriate certifications/credentials in accordance with state and federal regulations if serving as a designated safety officer.
May be required to have a valid NYS drivers license and complete the RITs driver certification program.Professional Area:Employment Category: Fulltime
