General Definition of Work

Performs work supervising the Housing Choice Voucher Program (HCVP) staff and day-to-day operations, administering overall functions of HCVP, providing program management to ensure achievement of RRHA goals, overseeing the interview and recruitment process for hiring HCVP personnel, planning, developing and supervising special programs, training, supervising, and evaluating the performance of assigned staff, serving as primary liaison with landlords, other housing authorities, and other external stakeholders, and other work as apparent or assigned.

This position reports to the Director of Housing.

Supervision is exercised over assigned department.

PAY: $53,313.00 - $74,626.50 ANNUALLY

· Provides overall program management to achieve RRHA goals for voucher utilization.

· Plans, organizes and supervises the HCVP day-to-day operations and staff.

· Plans, develops, supervises and provides training on special programs within HCVP.

· Serves as primary liaison with landlords, other housing authorities, and other external stakeholders.

· Oversees the interview and recruitment process for hiring personnel; trains, supervises and evaluates performance of assigned staff.

Minimum Qualifications

Bachelor's Degree in Business Administration or Public Administration and considerable years of experience in Program Management, Property Management, real estate, local government codes and compliance, or a combination of equivalent education and experience.

Preferred Qualifications

Master’s degree in Business Administration or Public Administration and considerable years of experience in Program Management, Property Management, real estate, local government codes and compliance, or a combination of equivalent education and experience. Supervisory experience in a municipality or housing authority

Special Qualifications

Obtains Fair Housing and Reasonable Accommodation certification.

Obtains HCV Specialist certification.

Obtains Advanced Inspection certification.

Driving record in line with RRHA's Driver Policy.

Valid driver’s license in the Commonwealth of Virginia.
