Roanoke City Public Schools is Hiring a School Board Clerk Near Roanoke, VA

Basic FunctionPerforms highly responsible and confidential work as principal assistant for the School Board Chairperson and School Board members; acts in the legal capacity of Clerk of the seven-member School Board and performs related duties as required or assigned.
Significant Responsibilities And Accountabilities
  • Makes decisions essential to the organization and management of School Board activities, events, and meetings.
  • Attends School Board regular meetings, special meetings, public hearings, work sessions, and retreats, as required, documenting actions and discussions.
  • Creates and edits minutes of School Board meetings and maintains approved legal records of all School Board actions, as required by the Code of Virginia.
  • Schedules, attends, and provides essential administrative support for closed meetings, ensuring confidentiality of materials and compliance with legal requirements.
  • Develops the annual School Board meeting calendar, determining necessary schedule changes throughout the year.
  • Develops and/or coordinates development of all agendas for School Board meetings and work sessions ensuring all appropriate topics are scheduled.
  • Directly responsible for the School Board policy manual and ensuring all statutory requirements for policy development are met.
  • Works to improve the efficiency of the School Board office and to better provide services to School Board members and the public.
  • Works independently to handle oral or written inquiries, including substantive or sensitive questions requiring research or technical knowledge, and provides oral or written response on behalf of, or for signature by, the School Board Chairperson or School Board members, as necessary and directed by the Superintendent or School Board.
  • Serves as a resource to the public handling and directing as appropriate all communications including requests for information mandated by the Freedom of Information Act.
  • When directed by the Superintendent or School Board, acts as liaison with the School Board attorney; monitors activities to ensure that School Board actions are disseminated in a complete, accurate, and appropriate manner.
  • Validates all legal records requiring the signature of the Clerk of the Board and oversees the administrative activities and operations assigned to the School Board office.
  • Develops and manages the School Board budget.
  • Proficient use of a variety of technology including software programs to compose and prepare letters, memoranda, and reports for the Board’s approval and chairperson’s signature. Works closely with the School Board, Superintendent, and members of the Superintendent’s staff on confidential matters.
  • Manages the BoardDocs software platform for School Board meeting and agenda documents management; manages and updates the School Board webpages.
  • Facilitates technical training, support, and set-up for School Board members’ use of the Electronic School Board Agenda provided through the BoardDocs platform and the devices provided.
  • Oversees Board’s travel arrangements.
  • Enhances professional growth through continuing education and other career development opportunities including those offered by Virginia School Boards Association, National School Boards Association, and BoardDocs.
  • Supervises the Deputy Clerk as it pertains to the work of the School Board.
  • This position also supports the Constituent Services and Governmental Relations Officer and serves as the Board Clerk for the Roanoke Valley Governor’s School Regional Board.
  • Available to work after hours as needed.
Education/Experiences/SkillsAny combination of education and experience equivalent to a bachelor’s degree in business, public or educational administration, plus six years of progressively more responsible experience as an executive or confidential assistant, two of which shall have required independent judgment and oversight/supervisory responsibilities. Can demonstrate knowledge of, or interest in, issues affecting education; knowledge of practices, procedures, and policies of the School Board and its administrative office; experience responding to local and state officials and the general public; ability to analyze and interpret data and reach sound conclusions; ability to work independently/autonomously; effective organizational skills; and ability to communicate effectively, both orally and in writing. Must be available to work evenings when School Board meetings are in session and on weekends as required. Proficient in Word, Excel, PowerPoints, and the ability to set up virtual meetings in various on-line formats. Possess leadership skills and initiative.
Physical RequirementsThis is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, pushing, pulling, lifting, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities. This position requires the ability to communicate (oral and written), coordinate, instruct, compute, and to evaluate on a consistent and on-going basis. Work EnvironmentInside office environmental conditions exist (temperature controlled, low hazard, low noise level). Travel to district sites. The worker is not subject to adverse environmental conditions.
