Primary Purpose:

Why the job exists; this is the ultimate or overarching accountability for the job.

Recruiting, Assessment, Selection & Manning (RASM) Program Analyst to support Naval Special Warfare. 

Essential Functions:

The essential functions or tasks should state the purpose of the work and the results to be accomplished, rather than how the function is performed.

Include those functions that account for 10% or more of the work, i.e., key functions that contribute significantly to the achievement of the job. These are tasks the employee must be able to perform, with or without accommodation, or else they couldn’t be hired.

  1. Operate a Personal Computer (PC) with common/standard business software programs
  2. Communicate clearly and effectively with others, both verbally and in writing
  3. Enter data into multiple databases accurately
  4. Be able to work in an environment that is fast-paced, completing multiple tasks, and meeting stringent timelines
  5. Successfully complete orientation command indoctrination training
  6. Successfully complete RASM on-the-job training and program overview
  7. Successfully complete required mandatory training such as Protective Health Information (PHI) and Personally Identifiable Information (PII) training
  8. Provide RASM training and program overview to all new department heads, LCPOs and LPOs
  9. Complete the necessary requirements for obtaining access to applicable government sites such as Billet Based Distribution (BBD), Career Management System Interactive Detailing (CMS-ID), Fleet Training Management and Planning System (FLTMPS), and Catalog of Navy Training Courses (CANTRAC)
  10. Receive applications and assess against current MILPERSMAN for eligibility
  11. Identify personnel that are ineligible and document/track reasons for ineligibility.
  12. Notify RASM Director for direction/guidance
  13. Process eligible candidate packages; coordinate with Medical, Psychology, Identity Management and respective Special Reconnaissance Team (SRT) Department Heads, Leading Chief Petty Officers, or other designated personnel
  14. Update screening/orders tracker to reflect candidate package status, recording flag request as warranted, update status/location of package with dates to assure processing.
  15. Provide tracker updates, as required, to Command Master Chiefs, Command Career Counselors and detailers
  16. Research, determine coordinate adjustments - whether schools are required inroute, detachment date and report no later than (RNLT) date, update tracker and trigger request for orders
  17. Review current and previous NAVADMINs, MILPERSMAN articles, Activity Manning Manager policy letters, instructions, or any other document influencing Billet Based Distribution (BBD), manning and Navy detailing
  18. Update tracker when candidates screen favorably or unfavorably
  19. Review, coordinate, develop and provide recommendations to improve current marketing tools.
  20. Update and manage a checklist for RASM application review
  21. Update and manage pre- and post- candidate survey
  22. Assist with update and coordination of MILPERSMAN. 
  23. Assist with research and coordination of the Recruiting Article
  24. Assist with research and coordination of the Assessment and Selection Instruction.
  25. Update and manage and maintain a RASM file plan
  26. Update and manage archiving candidate files and maintain the archived files
  27. Update and manage the Mobile RASM Packing List and maintain pelican cases in accordance to packing list
  28. Maintain a process to replenish supplies; anticipate requirements for each trip event
  29. Assist with all facets of pre- and post- activities in support of mobile events
  30. This includes activities such as; obtaining marketing materials, equipment, supplies, and trip agendas/itineraries, scheduling travel, packaging and preparing mobile pelican cases for RAS teams
  31. Coordinate requirements for recruiting events
  32. Assist with consolidating feedback for trip after action reports; provide updates to the command’s Situation Report (SITREP)
  33. Manage RASM Distribution emails
  34. Develop a database and maintain data of inventory of non-eligible, eligible and high interest candidates
  35. Track and flag command rotation dates using RASM business rules
  36. Assess and recommend which billets will require rotation date adjustments, to improve alignment for the tentative/projected gain and ISTOP initiative
  37. Track/manage/request and extensions, retours, release to screen actions
  38. Verify accuracy of all orders for incoming personnel; request orders modification in the event corrections are required
  39. Review incoming personnel FLTMPS records to validate which in-route courses are required
  40. Develop reports that will analyze and track program facets that to include data points such as PRD projections, vacancy reports, # candidates/applications, timelines, and reasons for unfavorable screenings
  41. Assist with preparation of command briefings and presentations
  42. Assist with conference scheduling and setup for events such as command offsites, pilot project teams, command events sponsoring detailer and community manager engagements
  43. Update and evolve RASM Share Point site
  44. Attend meetings as directed.

Required Education/Training:

    Experience:

    • A minimum of eight (8) years of hands-on administrative/program management experience within DOD or Navy
    • Three (3) years of technical experience with Navy Detailing, Navy Career Counselor, Navy Training Manager, Navy Personnel Specialist, Navy Yeoman, Navy Enlisted Community Manager, or with a recruiting organization
    • At least two (2) years of experience within the past three years with developing metrics, reports, presentations that was part of the decision making process for the command

    Minimum Qualifications

    Identify the minimum required skills, knowledge and abilities required to competently perform the job duties.

    • Possess a valid state driver’s license.
    • Possess a SECRET Security Clearance and have the ability to ultimately possess and maintain TOP SECRET/SINGLE COMPARTMENTED INFORMATION (TS/SCI).
    • Possess expert level computer skills with applications such as Microsoft Office, Excel, PowerPoint, Outlook and Project.
    • Possess strong briefing skills and able to speak in front of large audiences or leadership meetings.
    • Must be capable of multi-tasking in a high stress, time sensitive environment.
    • Previous experience in the Special Operations Forces (SOF) community is highly desirable.
    • Shall perform high level/expert analysis, and/or methodologies used to develop complex solutions to requirements.
    • Must be capable of effectively coordinating various products with stakeholders.
    • Shall be highly organized and proficient in utilizing computer applications and related automation to support analytical efforts and product development.
    • Must have a minimum of SECRET clearance
