Position Overview

Candidate will represent the Network Centric Collaborative Targeting program at Langley AFB and assist with requirements definition as well as program planning and programming functions.

Responsibilities

- Perform on-site liaison function for the AFMC NCCT Program Manager on issues requiring support to and/or coordination with HQ ACC

- Assist in developing strategies for NCCT operational fielding to include Training - Assists Big Safari NCCT PMO in development of NCCT Centralized Asset Management (CAM) NCCT Weapon System Annex (WSA); coordinates with NCCT PMO on CAM POM Briefings and Requirements Actions

- Approves NCCT CAM (OAC 87) logistics requirements as Lead Command activity; inputs to Big Safari and ACC information on NCCT-related CAM requirements and tasks; coordinates NCCT CAM Buyback inputs and CAM Fiscal Year Success and Failure points for NCCT program; attends CAM related meetings and training impacting NCCT

- Develop operational sections of acquisition strategy briefings/plans, program plans, POM briefings and documentation, and other time-sensitive documentation for NCCT PM and ACC PEM approval; acts as Assistant PEM for NCCT at ACC/A5I

- Assist ACC OPRs in developing and refining near term NCCT CONOPS and TTPs

- Analyze operational capability requirements and provide recommendations to the Program Manager

- Advise Program Manager on issues/areas of concern to ACC; advise ACC on areas of concern to PM

- Support NCCT PMO in development of roadmaps for operational deployment and integration of NCCT on near-term and future platform systems and staff this roadmap for high level endorsement, as required

- Articulate system requirements to ACC, Headquarters USAF and other Services as required; Work with ACC/A5I to plan and execute ACC NCCT Requirements Working Group and Requirements Review Board meetings

- Assist ACC in developing and staffing NCCT and related requirements documentation

- Initiate and carry forward the NCCT operations working group within ACC and identify correct persons across all Services and coalition partners, as applicable, to be in the group

- Establish working relationships with Air Staff offices (SAF/AQ, HQ USAF/A2/A5) and ACC platform PEMs and ACC A2/6, A3, A5 Point of Contacts to develop strategies to fund and deploy NCCT- Prepare and present NCCT status and capabilities briefings for ACC, AFISRA, Air Staff, other Service and Joint organizations, DOD agencies and other forums as directed by the Program Manager

Qualifications

Minimum Qualifications

  • Minimum of 5 years of related experience with a Bachelor’s degree OR 3 years with a Master’s degree OR PhD without experience or equivalent work experience is typically required for an employee at this level.
  • A current TOP SECRET/SCI Security Clearance
  • Ability to develop operational baselines, CONOPS, and TTPs for developmental and fielded systems
  • At least 3 years of Higher Headquarters or PEM (Program Element Monitor) equivalent staff duty
  • At least 5 years ISR-related operational field experience that includes one or more of the following: Air and Space Operations Center (AOC), AF DCGS, Airborne Signals Intelligence or Airborne C2 platform(s)
  • An undergraduate degree mandatory; MS degree preferred
  • Knowledge of DOD acquisition reform initiatives with emphasis on streamlined acquisition practices and familiarity with Big Safari management processes. Familiar with DOD 5000 series acquisition regulations
  • Proficiency in the use of Microsoft Office products
  • A proven record in problem solving, decision making, financial management, logistics management, program analysis responsibilities
  • Experience in group leadership/facilitation and drafting and coordinating staff packages

    $120,000-$150,000 This represents the typical compensation range for this position based on experience, location and other factors.
