Richland County Recreation Commission is Hiring a Recreation Superintendent Near Columbia, SC

JOB DESCRIPTION

JOB SUMMARY

This position is responsible for the development, coordination, implementation, monitoring, and evaluation of a comprehensive recreation programming plan for Richland County Recreation Commission (RCRC). Work involves ascertaining athletic and recreational needs of the community; administering organized league sports programs and special events; planning and implementing afterschool and summer camp programs; coordinating with others to provide quality recreation programming; supervise, directing, and assigning work to assigned staff;. This position also handles daily operations such as inputting of data, creating purchase orders, and reviewing and correcting staff paperwork.

ESSENTIAL JOB FUNCTIONS

  • Plans and implements new and existing athletic and recreational programs at Richland County Recreation Commission (RCRC) facilities and fields; develops schedules for leagues, classes, tournament, or other activities; schedules use of facilities; arranges banquets for in-house leagues, and moves equipment as needed.
  • Schedules and supervises activities for summer recreation and after school programs.
  • Tracks inventory of division equipment and supplies, ensures availability of adequate materials to conduct work activities, and initiates request for new and replacement of materials and supplies.
  • Inspects equipment and fields to ensure items are in safe operational condition; may perform minor repairs as needed.
  • Directs, assigns, and monitors work; supervises, trains, disciplines, and evaluates performance of assigned staff.
  • Driving to and from different RCRC locations
  • Monitors compliance of coaches and volunteers with RCRC’s background check process.
  • Monitors staff schedules and processes time in time management system
  • Reviews/approves program proposals from staff.
  • Coordinates and supervises the use of recreation centers/community centers and athletic facilities (for community as well as in house leagues).
  • Prepares field marking requests and maintenance reports; completes various forms, reports, and registration forms; processes payments and invoices; conducts surveys; and prepares reports and summaries documenting evaluations and program outcomes.
  • Provides information and assistance related to division programs, services, events, activities, fees, procedures, forms, or other issues; responds to routine questions, complaints, and requests for service; and initiates problem resolution.
  • Assists in program registration; creates recreation memberships; processes payments and receipt of payments, registration fees, or other fees for services; and records and deposits payments collected.
  • Receives, reviews, and corrects various forms, reports, correspondence, registration forms, payments, invoices, brochures/flyers, handbooks, policies, manuals, reference materials, or other documentation.
  • Operates a computer to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; and utilizes spreadsheets, desktop publishing, or other software programs.
  • Communicates with supervisor, employees, other division/departments, officials, volunteers, instructors, program participants, parents, school personnel, community organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, and resolve potential conflicts.
  • Attends, documents, and provides reports on department, division, and community meetings.
  • Makes periodic observation and evaluation of recreation and athletic events and games for quality of competition, proper use of equipment and facilities, and sportsmanship; receives and responds to inquiries, complaints, compliments and other comments from public concerning Agency recreation and athletic activities.
  • Collaborates with schools for program promotion and facility usage
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as appropriate.
  • Responds to routine questions or complaints in oral and written correspondence in a professional manner.
  • Assists with planning/implementation of special events/activities.
  • Performs on-going evaluations of all recreation programs, athletic leagues, tournaments, in-house leagues, and programs.
  • Prepares financial reports and maintains records of materials used: prepares short- and long-range revenue/expenditure projections; and assists staff with meeting revenue projections.
  • Works with management to obtain agency certifications, accreditation, and professional development.
  • Assists in the research, development, and oversight of new league and program opportunities
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's degree in recreation, physical education, sports management, or a closely related field; master’s degree in parks and recreation, public administration preferred.
  • Five (5) related work experience involving recreation/athletic program development and management including three (3) year of supervisory experience.
  • Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities to perform this job.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of applicable laws/regulations.
  • Knowledge of the policies, procedures, and activities of RCRC practices as they pertain to the performance of duties relating to the position.
  • Knowledge of the principles, methods, and techniques of planning and administering recreation/athletics programs and promoting the programs.
  • Knowledge of the requirements, policies, and procedures of various media outlets necessary for promotional activities.
  • Knowledge of photography.
  • Knowledge of the current literature, trends, and developments in the public relations and parks and recreation fields.
  • Skill in communicating, both verbally and in writing.
  • Skill in using graphic designs.
  • Skill in public speaking.
  • Skill in utilizing mathematical formulas; adding and subtracting; multiplying and dividing; determining decimals and percentages; determining time and weight; making statistical calculations; and interpreting graphs.
  • Ability to use computer driven graphics, word processing, spreadsheet, and file maintenance programs.
  • Ability to conceive, organize, and implement programs to promote the department and its programs and activities.
  • Ability to research various topics and compile facts and data accurately.
  • Ability to establish and maintain positive working relationships as necessitated by work assignments.
  • Ability to speak before groups of people with poise, voice control, and confidence.
  • Ability to learn and understand relatively complex principles and techniques, to make independent judgments in absence of supervision, and to acquire knowledge of topics related to primary occupation.
  • Ability to record and deliver information, to explain procedures and policies, and to follow oral and written instructions, guidelines, and objectives.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

  • Must possess valid Driver’s License to drive an RCRC vehicle
  • Hold the following certifications as needed for job assignment location (or obtain within required time frames of hire date): Certified Parks and Recreation Professional (CPRP); First Aid; Cardiopulmonary Resuscitation (CPR); and Driver training.

PHYSICAL DEMANDS

The work is sedentary work and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body; work may also require balancing, feeling, manual dexterity, handling, hearing, kneeling, lifting, mental acuity, pushing, reaching, repetitive motion, speaking, standing, talking, visual acuity for data/observations, and walking.
