Rhode Island Coalition to End Homelessness is Hiring a Statewide Street Outreach Coordinator Near Providence, RI

Position Title: Statewide Street Outreach Coordinator

Supervised By: Chief Strategy Officer (CSO)

Position Type: Full Time, Exempt M-F Days; Evenings, nights and weekends occasionally on and as needed basis

Location: Hybrid, regular in office, and in community work and attendance at in person meetings within RI required

Salary: $55,000-$60,000 plus benefits.

Responsibilities and Accountabilities:

The Statewide Street Outreach Coordinator is responsible for supporting Street Outreach team/provider efforts and coordinating throughout the Homeless Response System and the State of Rhode Island to provide leadership, training and technical support and data. This position will work closely with Street Outreach teams, Coordinated Entry Leads for HPS, Shelter and Housing, the HMIS Lead, funders, municipalities and advocates to collaborate, connect and deduplicate efforts, identify trends, and support addressing urgent needs that arise.

SO Coordination Overall Operations:

  • Serve as the main Point of Contact within the state’s Homeless Response System (HPS) for Street Outreach (SO) workers throughout the state, particularly for those funded by COC or CHF funding .
  • Facilitate the monthly Statewide Street Outreach Committee (SSOC)Meeting for all SO, system stakeholders, advocates, discharge planners, municipalities or other community stakeholders to gather for updates, training and planning purposes.
  • Maintain an updated google group list to ensure widespread communication with all members of the SSOC
  • Disseminate important information (public health alerts, weather advisories, etc.) to street outreach workers and help organize related efforts.
  • Promote evidence-based street outreach approaches, including harm reduction, client-centered care, and housing first.
  • Support the HRS system’s efforts to coordinate with community mental health centers, community health centers, hospitals, SOAR, and other mainstream providers by scheduling meetings, introducing key stakeholders, providing training or additional resources.
  • Responsible for developing an internal Annual Plan which includes all contractual deliverables and includes both internal and external special projects. (e.g. Responding to HUD Unsheltered NOFO)
  • Provide clear communication and updates to the CSO related to required deliverables, challenges or to elevate any regional or systemwide updates that are pertinent.
  • Consistently display sound judgment, good boundaries and promote a healthy, positive working environment

SO Data and Reporting:

  • Create and maintain reports on unsheltered persons and street outreach activities, to be shared with the CoC, providers, public, and funders.
  • Responsible for weekly, monthly and/or quarterly review of statewide street outreach data
  • Coordinate with the HMIS team to ensure data quality for unsheltered persons and street outreach providers is complete, accurate, and timely. Ensure that any anomalies or issues within the data are elevated appropriately
  • Conduct weekly review of CE data to ensure everyone with a Current Living Situation ( CLS) of Place Not Meant for Habitation ( PNMH) is enrolled with a SO team. Make timely referrals to SO teams and complete follow up.
  • Review the SO Performance reports and dashboards monthly. Identify any data quality or performance issues and work with CES and HMIS to create an action plan.
  • Participate in developing and maintaining system performance metrics/goals for reducing the number of persons living outdoors and increasing rates of households accessing permanent housing.
  • Work with HMIS staff to evaluated and ensure accuracy of BNL placement lists

Coordination with providers:

  • Connect regularly with the individual street outreach teams to provide support and understand their needs, targets, and strategies.
  • Serve as the liaison for all training, data quality and other issues that arise with SO teams related to CE and HMIS. Troubleshoot issues and provide technical assistance to providers and stakeholders
  • Display a deep understanding of HPS, Shelter Ops and Housing Ops, particularly how it relates to unsheltered persons and SO team understanding for Access, Assessment, Prioritization and Referrals.
  • Problem solve issues that arise between and among service providers; elevate any emergent situations to the CSO
  • Ensure staffing all Unsheltered BNL Case Conferencing Meetings, manage the associated “By Name List,” and support communication and completion of any follow up items identified.
  • Coordinate with and SO service providers to provide training and technical support to ensure providers know who to ensure proper document readiness to support swift entry into housing
  • Other Duties as Assigned

Required Qualifications:

  • Bachelor's degree in social work, public administration, human services public policy, data analysis, and/or related field, or equivalent work experience
  • 5 years professional experience working in public policy, human services, public administration, or social work.
  • Proficiency in Google Suite (Gmail, Google Drive, Docs, Sheets, etc.) and Microsoft Office Suite (Word, Excel, Power Point, etc.).
  • Exceptional organizational skills, multi-tasking abilities and attention to detail.
  • Must have reliable transportation, a valid driver’s license, and appropriate vehicle insurance.
  • Effective communicator and facilitator, with the ability to demonstrate ability to build and maintain productive professional relationships
  • Demonstrated experience working successfully with diverse populations.

Preferred Qualifications:

  • Lived experience of homelessness, domestic violence, or housing insecurity.
  • Master’s degree in social work, public administration, human services public policy, data analysis, and/or related field, or equivalent work experience.
  • 7 years professional experience working in public policy, human services, public administration, or social work.
  • Demonstrated expertise in CE and homeless systems.
  • Prior experience with HMIS (preferably Bitfocus) and/or human service databases.
  • Bilingual speaker (Spanish)
  • Love of food, sense of humor, and inquisitive nature!
