Resources For Human Development, Inc. is Hiring a Clinical Outcomes Manager (FT) Near Philadelphia, PA
The Clinical Outcomes Manager will oversee Resources for Human Development’s measurement and evaluation work related to participant and programmatic outcomes. The Clinical Outcomes Manager will report to the Director of Business Data and Analytics. He or she will supervise the Sr. Outcomes Analyst and Outcomes Analyst, who along with the Clinical Outcomes Manager comprise the Outcomes Team. The Clinical Outcomes Manager will also work closely with the Clinical Directors and Department of Clinical Innovation and Quality (DCIQ), Executive Leadership, Service Line Directors, Regional Directors, program staff, and other RHD departments as needed.
The Clinical Outcomes Manager will lead RHD’s work in effectively collecting, analyzing, and reporting on data used to evaluate programmatic outcomes. This includes leading RHD’s efforts to collect and use population health data to make informed decisions about our work and how best to serve participants and staff. The Clinical Outcomes Manager is expected to set the strategic direction of the Outcomes Team and lead projects within and across RHD’s programs aimed at ensuring data is used in new and innovative ways.
*This is a remote position with occasional office meetings and program site visits. Applicants who do not reside near the RHD corporate office in Philadelphia will be considered.*
Responsibilities/Duties:
Program Evaluation
- Oversee projects aimed at evaluating current and new clinical models, trainings, implementation of evidence-based practices and other corporate-wide clinical initiatives.
- Conduct research into the field of behavioral health to help inform which EBPs and best practices to pursue within and across specific service lines.
- Identify opportunities for external collaboration on research or evaluation projects, including with academic partners.
- Design processes for tracking program evaluation work across the corporation and report to senior leadership on progress on a regular basis.
Data Analysis:
- Serve as a subject matter expert and provide training and technical assistance to RHD leadership and program staff in areas including data collection and analysis; process, outcome, and impact evaluation; and use of data to understand RHD’s work and “tell our story.”
- Develop and conduct workshops and trainings for RHD staff to better understand the core concepts involved in collecting, analyzing, and using data as part of their work.
Quality Improvement:
- Identify and lead CQI projects aimed at achieving improved participant outcomes and programmatic results as required by funders and for RHD’s strategic objectives.
- Lead efforts towards creating more data driven Quality Assurance (QA) processes. Support QA staff in designing processes that make use of data across participants to better understand the trends in quality impacting our delivery of services.
Strategic Planning:
- Lead and implement strategic planning for the Outcomes Team and serve as outcomes expert on organizational strategic planning initiatives
- Keep current of trends in value-based payment within the behavioral health marketspace, including measures being piloted or used by payers moving towards performance-based contracts.
- Collaborate with RHD’s business development team in developing Request for Proposal (RFP) responses, including delineating our proposed theory of change and the metrics we will use to evaluate stated outcomes. Take part in go/no-go discussions by providing feedback on the outcomes RHD will be required to collect and report on within specific funding requests.
Required Experience:
- 5 years' work experience, preferably in health care or human services.
Required Education:
- Master’s degree in Public Health, Public Administration, Social Work, Psychology or other related field required. Relevant experience will be considered in lieu of a Master's degree.
Required Qualifications:
Program Summary:
- Excellent communication skills (written and oral) including interpersonal skills.
- Ability to lead multiple tasks or projects.
- Well developed critical thinking and problem solving skills.
- Advanced Excel skills.
- Experience with data visualization in Excel, Tableau, PowerBI, or similar program.
- Experience with a statistical programming language (e.g. SPSS, R) preferred but not required.
- Experience using electronic health records preferred.
- Ability to travel independently throughout the community (must possess valid Driver’s License).
- Ability to work with a multi-disciplinary team and ability to complete tasks in a self-directed environment.
Program Summary:
The RHD Outcomes Team works to effectively collect and analyze data to evaluate programmatic outcomes and ensure programs are meeting funder data collection and reporting requirements. This includes leading RHD’s efforts to collect and use population health data to make informed decisions about our work and how best to serve participants and staff.
RHD employees and programs in the City of Philadelphia are required to follow the COVID vaccine mandate. The City of Philadelphia has issued an Emergency Regulation Governing the Control and Prevention of COVID-19 Mandating Vaccines for Healthcare Workers and in Higher Education, Healthcare, and Related Settings("Vaccine Mandate Regulation"), which mandates vaccine for healthcare workers and in higher education, healthcare, and related settings. This mandate became effective on August 16, 2021 and requires Healthcare Workers and certain workers at Healthcare Institutions to be fully vaccinated by October 15, 2021. Fully vaccinated means it has been two weeks since the final dose of the vaccine. The regulation does allow individuals to apply to RHD for an exemption based on a sincerely held religious belief that would prohibit vaccination for COVID-19 or because of medical conditions that preclude administration of one of the available vaccines."
