Regional Water Authority is Hiring a Construction Lead Near New Haven, CT

JOB SUMMARY:The Construction Team Lead is responsible for efficient and effective day-to-day maintenance and repair of facilities, equipment, and assets to maintain the integrity of the Distribution system. Facilities and equipment include, but not limited to water mains, services, fire hydrants and associated appurtenances within the distribution system. Ensures that construction is performed in a safe, efficient and effective manner, consistent with RWA policies and procedures in a manner that and supports RWA’s mission, vision, goals, and objectives. The Construction Team Lead will work closely with the Construction Inspection Team Leads, Planner and Schedulers, Billing Analyst, Team Lead of Distribution, Purchasing and Manager of Contracts and New Services to meet goals and objectives. ESSENTIAL FUNCTIONS:Oversees the work activities for multiple work teams within Field Operations; including planned and reactive maintenance; manages continuous forecasts of resources and projects. Plan, direct and control project implementation and outsourced service contractors and their staff.Monitors all related business practices performance measures and provides feedback to Utility Technicians on the effectiveness of planned maintenance work processes.Manage cost, productivity, and safety in all phases of construction operations and projects.Assist in the development of estimates for various pipe jobs and projects for job costing and budgeting.Direct work related to the installation of new water mains and 1” or larger water services as requested (and paid for) by development contractors.Provide technical assistance to bargaining unit staff using computerized technology daily.Assist in the determination the technological needs of the department both field and office related.Interact with field personnel to resolve work implementation problems and questions at work.Provides feedback to the Construction Manager related to field conditions, application of regulations, ordinances and policies on projects involving RWA staff, developers, contractors, representatives of other agencies and the public.Manage the installation of new fire hydrants.Provide maintenance to all water service from main to curb valve and PipeSafe Water repairs.Provide maintenance and repair for all water mains in RWA’s distribution system.Assists the Manager of Construction to develop and maintain department budgets for construction, purchase of new equipment, supplies and human resources.Assist in the development departmental goals and processes to attain RWA’s mission, review and update departmental procedures, as necessary.Maintains logs of inspections performed; prepares periodic and special reports as required; estimates progress payments due on contracts. Maintains and updates, as needed the Utilities Department Standard Specifications, Pipe Sheets and Tap records.May serve as inspector-in-charge of a construction or repair project, including reviewing the work of consulting inspectors. May be required to issue stop-work orders for safety related problems. Operate a company vehicle. Provides Management Standby Coverage, and responds to call-outs for resolution of problems or emergencies.May perform or oversee and evaluate routine field-testing of construction materials.Assist in the succession planning efforts of the division.Perform other duties as necessary to accomplish the mission, vision, and values of our organization. JOB QUALIFICATIONS:Minimum Requirement:Bachelor’s degree or equivalent construction experience preferred.High school or trade school diploma or its equivalent and/or related certification is a plus.2 years supervisory experience, preferably with union personnel Experience/Skills/Abilities:5-10 years’ experience in a construction field, utility experience is preferredExcellent leadership, management, written and verbal communication skills.Excellent organizational skills. Ability to lead teams, multiple tasks and priorities. Demonstrated ability to communicate with all levels of personnelIndependent problem solver with ability to succeedAbility to display strong leadership in a team environmentAbility to work and thrive in a fast-changing environmentProficient in Microsoft Office productsSupports the RWA’s STARS values (Service, Teamwork, Accountability, Respect and Safety), mission, vision, and higher purpose. Physical / Mental Job Requirements:Must have a valid driver’s license and able to travel within RWA’s service area up to 50% of the timeThis position requires on call which means taking calls off-hours in evenings and on weekendsThis position will also require sitting for long periods of time, walking, standing, bending, and walking, as well as using fine motor skills, such as finger dexterity for typing This position could be exposed to loud noises, frequent phone conversations, and requires average to above average visual acuity and hearingFlexibility to attend late evening and weekend meetings with homeowners, neighborhood events, and other events (as required)Subject to indoor and outdoor environmental conditions that include exposure to extreme cold/hot temperature
