Position Summary

The Healthcare Compliance Analyst will report to Sr. Director of Compliance and assist with the development and management of the company’s healthcare compliance program, including managing the company’s Sunshine Act/ Open Payments aggregate spend transparency reporting program; Healthcare Professional and Healthcare Organization interactions (HCP/HCP), and other corporate compliance requirements and initiatives as needed. The position will report out of Palo Alto, California.

Responsibilities and Duties

  • Build, manage, and improve the Company’s aggregate spend transparency reporting program in applicable jurisdictions, including federal and state Open Payments/Physician Payments Sunshine Act laws. 
  • Work with European colleagues on MedTech EU, Conference Vetting System (CVS), France, Netherlands, and Italy to support compliance requirements overseas.
  • Review HCP expenses and invoices in various financial systems to ensure payments to HCPs are compliant with company policy and the payment process captures all required reporting information.
  • Act as Compliance-Administrator for the Company’s HCP engagement software (Medcompli) to drive cross-functional access, understanding, awareness, development, and platform utilization to meet internal and external compliance requirements. 
  • Perform HCP/HCO background checks, Fair Market Value assessments, and initial drafting of HCP personal service contracts and HCO grant award/denial letters.
  • Engage with internal and external partners to find ways to operationalize complex legal and regulatory requirements into simple and specific actions for Recor's medical and commercial teams to execute. 
  • Assist with updating policies and procedures, training employees, performing audits, and developing adequate internal controls to address significant legal risks and obligations.
  • Conduct related audits and investigations as assigned to uncover and address gaps in controls, including forensic accounting audits.
  • Promote a values-based culture by supporting various company compliance initiatives, such as Ethics Week, Healthcare Compliance Committees, and Compliance Office Hours.
  • Assist in the development, administration, and implementation of Healthcare Compliance, Privacy, OEC education, Ethics and Business conduct and training, including working with the company’s Learning Management Software system (and developing supporting training materials).
  • Identify compliance risk areas and recommend action plans to Manager. 
  • Support other related work as assigned by the Legal department. The role will evolve as the team's and business needs are determined.
Job Requirements
  • Bachelor’s Degree 
  • five (5) or more years of experience in the life sciences industry performing healthcare compliance-related job functions.
  • Experience with US or European financial transparency reporting.
  • Knowledge and understanding of applicable laws, regulations, codes, and business standards that affect the Company’s Healthcare Compliance Program (e.g., Anti-kickback, False Claims, MedTech EU, MDMA or AdvaMed, etc.).
  • Strong work ethic – work independently to accomplish goals with minimal supervision, both independently and as a team member, to manage complexity and ambiguities within a fast-paced environment. 
  • Ability to synthesize information from diverse sources.
  • Proactive engagement with stakeholders
  • High level of attention to detail
  • Ability to read, analyze, and interpret business and regulatory information.
  • Strong written and oral communication skills and English fluency
  • Ability to multitask and prioritize work in a dynamic and changing environment.
  • Strong time and project management skills.
  • High proficiency with Microsoft Office Suites and the ability to learn analytics technology tools.
  • Excited and motivated to find new and unique ways to build and improve scalable policies, systems, and processes on time and within budget as the company expands.
Preferred Skills & Experience:
  • Prior use with Medcompli software
  • Healthcare Compliance Certification (HCCA), Privacy Compliance (CHPC), Legal Degree or paralegal certification, or working within compliance department at a company that had to comply with OIG Corporate Integrity Agreements
  • Prior experience with creating and delivering compliance training, working with SCORM packages, Learning Management System Administration, and developing educational and training programs. 
  • Project management experience
  • Experience working in various systems (e.g., Concur, Aggregate Spend platforms, etc.) 
  • Other language skills.
  • Up to 15% of travel is required based on business needs.
