Raytheon Intelligence and Space (RI&S) is seeking an Associate Director to fill the role of Engineering Operations Manager within the Raytheon Vision Systems (RVS) Engineering Organization. This position is responsible for supporting the RVS engineering organization both technically and operationally. This on-site role reports directly to the RVS Program Area Chief Engineer (PACE) and is based in Goleta, CA.

The Engineering Operations Manager will provide support to Functional Department Managers and Directorate Chief Engineers in the engineering organization. In this capacity, the Operations Manager will periodically participate as an independent reviewer for internal investigations and frequently participate in design reviews, participating from both a peer-reviewer perspective and from a process perspective. The Operations Manager will also periodically act as delegate to the PACE as needed for any RVS leadership support or schedule conflicts.

On a weekly cadence, the Engineering Operations Manager is responsible for the reporting of Engineering Organizational performance through weekly program updates, organizing and leading engineering staff meetings and on a monthly cadence for scheduling and facilitating Engineering Functional reviews and Engineering Program Reviews for the most critical of RVS’s programs. Additionally, this individual will support engineering staffing, facilities, test equipment issues and the lab facilities. Delegated to track the engineering budget including successful execution of Engineering Special Projects and IRAD on a monthly basis. The Engineering Operations Manager is also involved in Environmental Health and Safety, timekeeping, and financial compliance. At times, the Operations Manager will receive delegation to lead technical deep dives to resolve program challenges uncovered in operations reviews.

In an engineering capacity, this individual will provide engineering support to the three key business areas, Tactical, Space, and Emerging, as well as Bid and Proposal efforts for those areas, frequently in customer facing meetings. This individual will act as technical liaison to manufacturing for the business areas, ensuring the Chief Engineers are represented to manufacturing and that they are aware of manufacturing issues. The operations manager periodically supports customers through presentations of roadmaps and strategies. The Engineering Operations Manager and PACE also collaborate closely to provide flow-ups to the business unit leadership and communicate flow-downs of corporate and process initiatives as well as support Bid and Proposal efforts for those areas.

While the Engineering Operations Manager reports directly to the RVS PACE, the Operations Manager is also accountable to RVS Operations and provides direct engineering support of production issues for all production programs. The selected candidate will participate in daily Tier IV production meetings and will own engineering action items brought to these meetings to minimize production downtime. He or she will represent engineering for production issues such as production yield, supply chain problems, production test throughput and test equipment, and be the conduit to feed best practices back to the engineering development teams.

Clearance Requirement: Must be able to obtain a DoD Secret Security Clearance within one year, U.S. Citizenship required.

Required Skills:

  • 12 years of experience in airborne, space, missile, or land-based electro‑optic sensing systems development, integration, test, qualification, and production.
  • EO/IR Systems Engineering experience.
  • Experience transitioning programs to production and providing sustaining support to operations for high volume infrared production programs.
  • Identify and assess development and production issues quickly and drive to solutions effectively.
  • Previous experience with Engineering Management roles in a highly matrixed organization.
  • Lead a highly multi-disciplinary team, requiring experience across all design engineering disciplines, as well as technical supplier management, business development, and program leadership.
  • Provide both professional and technical team mentoring across a mix of cross-functional disciplines, staff backgrounds and experiences.
  • Communication and interpersonal skills (written, verbal, and presentation) with the ability to effectively communicate with Integrated Product Team Leads (IPTLs), multi-disciplinary Engineering teams (Hardware, Software, Mechanical, Logistics, etc.), Development and Specialty Engineers, Program Managers, and customers.
  • High Reliability Military engineering, production, and test experience.
  • Prior experience with Government Contractor rules and regulations.
  • Experience briefing internally and externally at the senior executive level.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Desired Skills:

  • Active and in-scope DOD Secret US security clearance.
  • Previous experience in working on DARPA, AFRL, ONR, or NRL programs.
  • Experience in new business development for advanced technology, including direct customer interface and a familiarity with the DoD Science and Technology community.

Required Education:

Typically requires a bachelor’s degree in Engineering, Electrical, Physics, Technology, Mathematics, or related STEM discipline with 12 years of relevant experience

Desired Education:

Advanced Degree in Engineering, Electrical, Physics, Technology, Mathematics, or related STEM discipline with 10 years of relevant experience

The salary range for this role is 139,000 USD - 277,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
