GENERAL DESCRIPTION

The Railroad Commission of Texas is seeking a motivated Marketing Manager in the Communication Division’s Office of Public Engagement. The ideal candidate will develop and manage a highly visible portfolio of marketing and educational campaigns to promote the agency’s critical mission of protecting public safety and the environment to the public, local governments, and non-profits; plus promote the benefits of the oil and gas and other energy industries in Texas.

ESSENTIAL JOB FUNCTIONS

  • Identifies opportunities for targeted outreach opportunities.
  • Establish contacts to promote educational outreach programs.
  • Analyze results of market surveys, studies, and research and make recommendations.
  • Conduct demonstrations and promotional campaigns.
  • Measure the effectiveness of marketing, advertising, public relations and communication programs and strategies.
  • Answers questions and explains relevant state and federal rules, regulations, programs, and procedures to the public and other stakeholders.
  • Represents the agency at speaking engagements and exhibitions.
  • Supports Outreach Coordinator and staff from other RRC divisions at exhibit booths.
  • Helps coordinate in-person or virtual RRC conferences, workshops, special events, and other presentations.
  • Conducts interviews, researches sources, and ensures the completeness and accuracy of printed and online materials.
  • Assists in writing printed and online materials.
  • Performs related work as assigned.

Qualifications

QUALIFICATIONS

Minimum Qualifications
  • Graduation from an accredited four-year college or university with major coursework in marketing, advertising, public relations, or related field is generally preferred.
  • Two years’ experience in marketing, advertising, public relations, or communications work.
  • A valid Texas Driver’s License and good driving record.
  • Experience and education may be substituted for one another.
Preferred Qualifications
  • Experience speaking at conferences or public meetings.
  • Experience coordinating presentations.
  • Bilingual in Spanish.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of marketing products, services, and associated equipment; and of theprinciples and dynamics of marketing and merchandising.
  • Skill in conducting presentations to individuals and groups.
  • Ability to develop marketing strategies and to communicate effectively.
  • Working knowledge of Microsoft Office and other Windows-based software.
  • Skill in working with a team.
  • Skill in forming and maintaining positive and productive working relationships both internally and external to the RRC.
  • Skill in maintaining a high level of accuracy and attention to detail.
  • Good organizational, communication and writing skills.
  • Ability to maintain a professional demeanor in any situation.
  • Ability to maintain confidentiality of information.
  • Ability to work independently for long periods of time while meeting workload demands.
  • Ability to multi-task and prioritize tasks and assignments.
  • Ability to meet deadlines.
  • Possess a valid Texas Drivers’ License and a good driving record.
  • Ability to lift, carry and move an average of 50 lbs. to perform daily duties.
  • Ability to travel up to 20% throughout the state.
  • Ability to maintain an initial set work scheduled from 8 a.m. to 5 p.m., Monday through Friday, with occasional extended work hours.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
