Job Description

The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration, seeks an an Injection Well Analyst to provide administrative processing and technical review of injection well mechanical integrity test reports and injection well workover and completion reports in the Injection-Storage Permits Unit within the Technical Permitting Section of the Oil and Gas Division. This position offers the opportunity to learn and enhance skills related to injection and disposal well operations, oil and gas downhole equipment, well testing and completion techniques, and database searches commonly used in the oil and gas industry. The successful candidate will assist customers with filing and troubleshooting mechanical integrity test reports (Form H-5) and well completion reports (Forms W-2 and G-1). The candidate works under the direction of the Injection-Storage Permits Unit Manager and Reporting and Monitoring Team Lead.

Essential Job Duties

  • Performs reviews of mechanical integrity test reports (Form H-5) and troubleshoots submitted Forms H-5.
  • Processes Completion Reports (Forms W-2 and G-1) for injection wells by evaluating downhole work using tools such as cement bond longs, mud logs and formation geophysical logs stratigraphic columns against injection well permit parameters.
  • Assists with identifying, scanning, indexing, updating, and review, approval and enforcement of mechanical integrity test reports.
  • Assists clients over the phone or via email to prepare and hard copy submit mechanical integrity test reports (Form H-5) online, and in related online activities such as record searches and online filings.
  • Completes technical evaluations in the Commission’s Online Completion System to document, update, and identify elements of permit compliance such as well perforations, casing for groundwater protection, validation of drilling permits, and injection and well testing criteria , using Commission databases and tracking software.
  • Processes well application information, spot checks for errors, and accurately files records in numerical and alphabetical order.
  • Interacts with customers by phone, and e-mail, and in person, to solve moderately complex injection well problems.
  • Resolves discrepancies through written and verbal communication with operators and research of well records.
  • Research information from using hardcopy records, microfilms, and databases; interprets well information in the Commission's internal and public databases.
  • Meets and maintains measured work standards with a high degree of accuracy and attention to detail while applying varied complex work methods, procedures, and rotating job duties.
  • Performs additional related essential tasks to maintain production workflow.

Qualifications


Minimum Qualifications

  • B.S. in Engineering, Geology, or other scientific degree from an accredited four-year college or university.
  • Experience and education may be substituted on a year for year basis.

Preferred Qualifications

  • Industry experience in oilfield operations.
  • At least two years of work experience performing engineering or geoscience-related tasks.
  • Experience in oil and gas regulatory functions and knowledge of the Railroad Commission's rules, policies, and procedures.

Knowledge, Skills, and Abilities

  • Skill in higher-level/college-level mathematics and a working knowledge of engineering techniques and principles.
  • Demonstrated understanding and ability to apply geological concepts, techniques, theories, and principles.
  • Skill in using computers, Microsoft Office, other Windows-based software, and database applications.
  • Skill in maintaining high a high level of accuracy and attention to detail.
  • Demonstrate skill in excellent organizational, communication, and writing skills.
  • Possess a valid Texas Driver’s License and good driving record.
  • Ability to maintain professional appearance and demeanor.
  • Ability to understand, apply, and interpret engineering and geological concepts, techniques, and theories.
  • Ability to lift, carry, and move an average of 20-30 lbs. to perform daily duties.
  • Ability to research, update, and edit entries in database systems.
  • Ability to respond to rapidly changing pace and workload and cope with deadline pressures.
  • Ability to take initiative, work independently for long periods of time, make timely well application reviews and resolve discrepancies effectively.
  • Ability to work effectively on a team and address issues/concerns.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
