POSITION SUMMARY: Under the direction of the Associate Vice President for Human Resources, the Human Resources Generalist assists in the oversight and administration of all human resources services and functions. The Human Resources Generalist is responsible for providing administrative and operational support to the Human Resources department and its customers.

Essential functions:

  • Provide advice and counsel to employees and managers regarding personnel practices and College employment policies
  • Produce, update and disseminate job descriptions in collaboration with the hiring manager.
  • Manage the applicant flow, meeting urgent expectations, disseminate resumes to hiring managers, coordinate the process of interviewing and hiring of candidates as needed.
  • Account Administration for ADP, Interview Exchange, Safe Colleges, Skill Survey Department of Criminal Justice and Dept of Unemployment Assistance
  • Manage the Interview Exchange Applicant Tracking and Onboarding system including job postings and provides an expeditious and streamlined onboarding experience for all new hires.
  • Provide directions and consultative support to search committees and hiring managers to ensure hiring process is compliant with policy, legal regulations, and best hiring practices.
  • Collect all applicant and hiring paperwork and maintain a consistent process to ensure proper authorization of all hires.
  • Perform CORI and I-9 verifications.
  • Screen candidates via SkillSurvey
  • Engage in ongoing management of ADP HRIS transition, including adapting functionality to College reporting and operational needs, auditing employment data for accuracy, etc.
  • Accurately enter new hire data into the ADP HRIS system and ensure proper documents and authorizations are received to execute this function in compliance with auditing and regulation guidelines and College policy .
  • Produce documentation updates to maintain compliance with all regulatory bodies.
  • Assist in writing and running routine and ad-hoc reports as requested, including Union requests
  • With the help of the Communications and Marketing department, assist in developing recruiting materials and advertisements.
  • Assist with retirement plan withdrawals
  • Maintain the Human Resources page and employee directory on the College website.
  • Manage Administration of employee benefits including annual open enrollment changes.
  • Communicate with multiple departments in the City of Quincy to ensure employee benefits are managed correctly and efficiently.
  • Assist with leave administration such as Workers Compensation FMLA, and ADA
  • Represent the College and Office of Human Resources at Career Fairs.
  • Serve on College committees, including Search Committees, the Professional Development Committee, and other internal committees.
  • Assist AVP of Human Resources with employee investigations including Title IX, discrimination, harassment, and policy violations.
  • Assist AVP of Human Resources with religious and medical accommodation requests and interactive dialogues with employees.
  • Assist AVP of Human Resources with labor relations projects such as the grievance process and collective bargaining.
  • Consult with managers regarding performance improvement concerns with employees and assist in the development of performance improvement plans.
  • Provide guidance to managers regarding union contracts issues, discipline, grievance resolution, employment terms and conditions, problem solving.
  • Work with employees to help resolve workplace concerns and issues.
  • In collaboration with Legal, assist with the preparation of a response to complaints filed with the MCAD, EEOC or other relevant agencies and attend and/or testify at hearings and arbitrations as appropriate.
  • Assist AVP of Human Resources with employee compensation inquiries and concerns.
  • Assist with the development of employee policies.
  • Manage and coordinate all HR projects as needed.
  • Coordinate all HR related training and development initiatives.
  • Work flexible hours as needed for the purpose of serving HR customers and staff members.
  • Participate in mandatory training/coursework; including but not limited to:

Title IX and Sexual Misconduct

Sexual Harassment and Non-Discrimination

Security Policy and Notification of Security Reporting

FERPA

Municipal Ethics Law

  • Assume other duties as assigned.
Job Requirements:

Educational Experience: Bachelor's Degree is required; Master's degree preferred. PHR/SPHR or SHRM-CP/SHRM-SCP preferred.

Experience Requirement: Minimum of 5 years relevant experience required, with experience in Higher Education highly desirable. Other requirements:

Travel: Occasional and local travel, including between Quincy and Plymouth Campuses and the Boston location required.
