Quantum Research International, Inc. Mission:

Quantum’s Experiment Support Team (QUEST) provides the Department of Defense with consistent, automated, and scalable data collection and management services for our Nation’s Autonomy and Artificial Intelligence (AAI) research and development projects. QUEST provides rich curated data at the speed of mission as its contribution to inventing new ways of teaming Humans and Machines for improved outcomes. QUEST needs your assistance as a Senior ORSA to achieve these goals.

Responsibilities:

Work with all members of QUEST to implement robust data collection systems to support both test and experimentation events and exercises. Perform a broad range of data collection and analyses assignments developing test and experimentation methodologies, techniques, and processes. Use scientific inquiry in the independent development of mathematical models and computer programs to test, evaluate, and predict the ability to support assigned projects, studies, or problems. Provide technical guidance, advisory support, and assistance on an entire test and experimentation project or major phases of broad, varied operations. As lead analyst, attend meetings, conferences, briefings, and seminars related to test and experimentation program planning/ execution, advanced technologies, and support system concepts. Accomplish professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs. Serve as Team Lead for a team of three for remote / deployed test and experimentation events and exercises. Monitor/assist in all aspects of test to include developing the best test approach to meet customer requirements. When directed, lead the test and experimentation planning process, and work with key stakeholders to ensure test and experimentation data collection are accomplished. Support planning of comprehensive tests, studies, & evaluations assigned. Interface with customers as the initial or primary point of contact to understand customer requirements, define test capabilities, and work with the QUEST Program Manager to estimate cost to meet requirements, and to ensure availability of resources to meet schedule requirements. Brief QUEST test and experimentation capabilities when required or directed, provide data collection daily agenda or objective during execution of test and experimentation events and exercises.

  • Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
  • Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
  • Ability to lead teams, originate new ideas, projects, and methodologies; and execute projects and/test and experimentation exercises within established financial and time constraints.
  • Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.
  • Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.

Requirements/Qualifications:

  • Bachelor’s degree in Operations Research, or Industrial Engineering with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science. High School Diploma with a minimum of four years related military communication experience or related wireless communication experience.

Must be a US Citizen.

Security Clearance: Must have Secret with the ability to qualify and obtain a Top Secret/SCI.

Physical Requirements:

  • Must be able to travel internationally and work in austere environments.
  • Must be able to lift/carry 50 lbs. equipment containers un-assisted.
  • Must be able to move through water, sand, and vegetation un-assisted.
