Mission:
Quantum is seeking a Purchasing Manager to support our Corporate Business Office, Huntsville, AL. Ideal candidate will: Have a high level of experience dealing with DoD/Government type contracts in the support of Purchase(s). Plan, direct, or coordinate the activities of procurement, buyer(s), and related workers involved in purchasing materials, products, technologies, and services.
The successful candidate will perform and lead professional assignments that require in-depth knowledge and application to identify, manage and issue RFQ's, purchase request, conduct regular price comparisons/ analysis to ensure that the company is receiving best price for each materials/service/technology for all indirect/direct purchases.
Conduct market research, source new vendors for competitive pricing, negotiate pricing terms/conditions for blanket agreements and sole source purchases. Maintain and optimize vendor relationships, inventory supply, source generate RFQ's. Generate reports, audits, and quality assurance in accordance with company procedures and related commercial, GSA schedule/ FAR regulations.
Responsibilities:
- Represent companies in engaging in and overseeing the buying process of goods and services.
- Implement procurement strategies, negotiate with suppliers, manage vendor relationships, and monitor supply levels to ensure that the organization has the necessary resources to operate effectively.
- Manage and develop cost reduction strategies and savings plans.
- Manage, develop, and implement purchasing and contract management instructions, policies, and procedures.
- Review, approve and prepare bid awards requiring board approval.
- Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies.
- Locate vendors or more profitable suppliers of materials, equipment, or supplies, and interview them to determine product availability and terms of sales.
- Interview and hire staff and oversee staff training.
- Review, approve, prepare, and process requisitions and purchase orders for supplies and equipment.
- Review, evaluate, and approve specifications for issuing and awarding bids.
- Manage and control purchasing department budget and review with Director of Contracts.
- Review purchase order claims and contracts for CPSR conformance to company policy.
- Resolve vendor or contractor grievances and claims against suppliers and assist team.
- Manage online purchasing systems.
- Oversee the maintenance of records of goods ordered and received.
- Analyze market and delivery systems to assess present and future material availability.

- Assist contract and program management including other support personnel to process, understand and engage effectively with the procurement process.
Responsibilities:
- BS degree, preferred in Business, Supply Chain Mgt, Procurement or equivalent
- 6 years' proven experience in a purchasing/procurement, experience in DoD (government defense) and knowledge of DCMA, Contractor CPSR audits, FAR rules and regulations a plus with at least 1 year in Lead/Managerial role
- Excellent communication, negotiation, and interpersonal skills ability to work with multiple levels of internal and external customers.
- Knowledge/experience in MS Office Suite, experience with CostPoint procurement software preferred
- Experience in DoD , government contracting, sole source, competitive/non-competitive awards and justifications preferred.
- Ability to create and administer a task priority list based on company needs
- Must be able to obtain/maintain D0D clearance if/when applicable
