Overview:

Mission:

Quantum is currently seeking a highly qualified individual to provide support as a Military Operations Analyst – Mid Level to provide professional support to the Joint Functional Component Command Integrated Missile Defense (JFCC IMD) staff in the J87 as Test and Evaluation Flight Test Support and provide A&AS support to JFCC IMD J8 in executing its mission in support of the SecDef, Joint Staff, Uniformed Services, Combatant Commands, Missile Defense Agency, other Agencies, and Allied/Partner Nations. The objective is to provide missile defense mission area support to integrate and operationalize missile defense capabilities to meet operational requirements. The candidate will provide situational awareness and subject matter expertise (SME) regarding IMD Advocacy related activities, strategies, and plans of geographical combatant commands (GCCs).

Essential Duties and Responsibilities:

  • Provides direct support in the development, execution, and maintenance of the IMD/BMDS advocacy strategy.
  • Provides personnel experienced in missile defense tactics techniques and procedures (TTPs).
  • Applies Test and Evaluation strategies, policies, practices, and procedures to ensure MDS performance capabilities and limitations are understood by the Warfighter.
  • Attends meetings for MDA flight tests, system updates, and Operational Capability Baseline (OCB) events. Participate in the Assessment Integrated Product Team (AIPT) and System Engineering Test Requirements Working Group (SETRWG), as well as the development of the Integrated Master Assessment Plan (IMAP) and Integrated Master Test Plan (IMTP) to recommend Warfighter assessment objectives and ensure that the appropriate data collection venues are planned and made available for assessment.
  • Coordinates and schedules Warfighter participation in BMDS test events with Combatant Commands and Service Force Providers.
  • Coordinates with CCMDs for MDS and element certification requirements.
  • Acts as a liaison to MDA and the OTA for integrating operational test objectives into MDA-led test and development events.
  • Analyzes post-test data for impacts on MDS operational readiness.
  • Attends flight tests, when necessary, and write executive summaries, reports and briefings to present information on system performance and test results to senior leadership.
  • Reviews/analyzes test completion briefings and documents to identify capabilities and limitations of new or updated BMD systems to support Warfighter Operational Acceptance.
  • Provides Subject Matter Expertise (SME) to analyze post-test data for impacts on BMDS operational readiness.
  • Writes executive summaries, reports and briefings to present information on system performance and test results to senior leadership.
  • Plans, coordinates, and executes Validation Events (VE) and Trial Periods (TP) whenever new capabilities are delivered to the Warfighter for operational use.
  • Supports conferences, meetings and briefings as required.

Experience, Qualifications, and Education Requirements:

  • Strong understanding of Missile Defense and Combatant Commands' areas of responsibility
  • Understanding of strategic plans and policy
  • 10 years of IMD / BMDS experience
  • Travel: 10%
  • Must be a U.S. Citizen
  • An active DoD Top Secret clearance with SCI eligibility is required to perform this work. Candidates are required to have an active Top- Secret clearance with SCI eligibility upon hire, and the ability to maintain this level of clearance during their employment.

Desired Skills and Qualifications:

  • Bachelor’s degree from an accredited College or University, preferably in a related discipline or field of study.
  • IMD / BMDS experience at Combatant Command Level.
  • Ability to analyze information and develop effective solutions.
  • Strong planning, critical thinking, problem solving, and task and time management skills.
  • Excellent interpersonal, leadership, coaching, and verbal and written communication skills.
  • Proficiency in office technology and equipment, such as computers, copiers, scanners, fax machines, and phone systems.

Salary Range

$89,000 to $109,000, depending on relevant experience and qualifications.
