Position Overview

As a Program Advisor to the Transportation Security Administrations (TSA), Office of Requirements and Capabilities Analysis (RCA), Multimodal and Public Area Capabilities (MPAC) Division you will be advising and supporting MPAC clients with various program management and technical activities. Activities include, but are not limited to, supporting MPAC clients with overseeing, planning and coordinating the identification, testing, evaluation and selection of transportation security technology, assessing a variety of complex, multiple, and varying intermodal transportation security program operations, overseeing technical contracts, and coordinating multiple program and project efforts with internal and external stakeholders involved in technology qualification and test beds. 

Responsibilities

The Program Advisor will also have the ability to provide Quality Assurance (QA) and Quality Control (QC) at a rapid pace/high-volume, strong communicator to both internal and external stakeholders, and prioritize activities in an evolving/dynamic environment to meet the client’s needs and overall mission of TSA. Occasional domestic and local travel will be required to provide program management and technical support for test bed assessments, site visits, conferences, etc.

  • Provide program management expertise to advise the clients on project activities, including developing program management review briefings, monthly reports, and tracking performance metrics.
  • Advise the MPAC clients on the best approach for addressing requests from TSA leadership, Congress, and interagency stakeholders regarding project progress and use of funds, apply expertise in strategic communications to meet the various Congressional mandates/legislation.
  • Travel will be required to support MPAC clients during test bed assessments, site visits, and conferences across the United States.
  • Advise teaming partner on best practices, SOPs, and lessons learned to help ensure the high quality of work is maintained across the division and all the client’s and mission’s needs are addressed in a timely manner.
  • Serve as the internal and external point of contact for assigned programs and projects.
  • Analyze data collected by using market research and Testing and Evaluation (T&E) of technologies to distill data and create reports detailing cost benefit analysis of technologies, benefits of installing technologies, and providing feedback to vendors regarding capability gaps.
  • Provide strategic communication and develop roadmaps, implementation plans, and address numerous Congressional tasks in regard to use of appropriated funds.
  • Develop effective program management strategies to obtain best value for the client resulting in lowered program risks and fulfilling requirements.
  • Lead development and creation of deliverables including: program dashboards, spend plans, division road maps, implementation plans, acquisition documentation, statements of work (SOWs), process diagrams, source selection plans (SSPs), test plans, and benchmark studies.
  • Advise on stakeholder outreach activities, including stakeholder engagement plans and preparing meeting agendas, materials, and notes.
  • Develop high-level deliverables by applying various methodologies to provide in-depth details regarding project statuses and holistic overview.
  • Expert knowledge in: SharePoint repository to collect, file, and share project documents, Microsoft Office Tools (i.e. Word, Excel, PowerPoint), and WebEx/Teams applications.

Required Qualifications

  • Bachelor's degree with 10 years of relevant program management experience.
  • Ability to obtain and maintain a DHS suitability Public Trust.

Preferred Qualifications

  • Experience testing and deploying security equipment, specifically Counter Unmanned Aircraft Systems
