Purpose:

The Medical Director provides professional oversight over the adequacy, appropriateness, and quality of care provided by PHS Sexual and Reproductive Health Centers (SRH Centers). This position is responsible for establishing, maintaining, and enforcing acceptable professional and ethical standards of the facility’s medical staff according to its policies, procedures, philosophy, and objectives. The Medical Director assists the management team in 1) assuring that the facility meets all related local, state, federal, and accrediting-body rules, and regulations and 2) coordinating and directing patient care in the facility according to adopted policies/procedures, state and federal regulations, and accepted accreditation standards.

Duties and Responsibilities:

  • General
    • Oversees medical issues of day-to-day operations.
    • Supports administrative decisions and activities affecting patient care, in close collaboration with the Center Director.
    • Supports Public Health Solutions’ mission, vision, goals and objectives.
    • Act as the Laboratory Director assuring adequate clinical, quality lab services following appropriate regulatory requirements.
    • Participates in management team activities and collaborates as appropriate with strategic program planning, resource identification and development, grant and grant report writing, needs assessment and analysis and other activities as needed.
  • Quality of care and performance
    • Participates in the SRH Centers’ Quality Management Group (QMG) and ensures that quality clinical services are provided efficiently and effectively to all patients, including measures related to the NYS Family Planning Program, Title X, and Patient Centered Specialty Practice (PCSP).
    • Reports to the organization regarding the quality and efficiency of medical care provided.
    • Ensures that SRH Centers’ clinical policies, procedures and practice guidelines are updated annually or as needed to be consistent with current standards of care.
    • Conducts periodic EHR review for quality, and consistency with clinical standards and program policies, including but not limited to: lab review, unlocked encounters, medical records consultant reports, pharmacist consultant reports to ensure compliance with current clinical guidelines for documentation.
    • Maintains patient confidentiality and comply with all federal and state health information privacy laws.
  • Patient care
    • Provides the full spectrum of high quality and clinically competent sexual and reproductive health care, following CDC Quality Family Planning (QFP) guidelines.
    • Provides prenatal care and follow-up as per nationally accepted clinical standards and guidelines.
    • Provides medication abortion services as per nationally accepted clinical standards and guidelines.
    • Performs evaluation of all patients including obtaining relevant medical history, physical exam, assessment, and plan of care utilizing the eClinicalWorks record system, including health maintenance and preventive teaching information and preconception and inter-conception counseling and care.
  • Medical staff
    • Directly supervises, provides clinical oversight and professional leadership for both contracted and employed clinicians, including nurse practitioners, midwives, nurse midwives and/or physicians assistants and consultant physicians.
    • Convenes and leads weekly/monthly provider meetings to provide clinical guidance to SRH Center provider team.
    • Participates in and provides oversight for the SRH Centers’ credentialing and internal appointment process to ensure providers are trained and clinically competent.
    • Conducts or delegates the annual performance assessment of all SRH Center providers within required time frames.
    • Provides clinical leadership and support to other members of the clinical team, including nurses, medical assistants, and social workers.
  • Title X Medical Director
    • The Medical Director of PHS’ Sexual and Reproductive Health Centers also acts as Medical Director for PHS’ federally funded Title X program. In this capacity, the Medical Director will provide support as follows:
    • Consultation on clinical oversight issues, including approval of the PHS Title X Program Standards and Policy Manual.
    • Consultation on clinical program audit reports, and clinical aspects of PHS’ program in accordance with Title X Program Guidelines, all legislative mandates, and CDC Quality Family Planning guidelines.
    • Facilitation of quarterly calls with all Title X sub-recipient medical oversight staff.
  • Financial practices
    • Uses facility resources appropriately and avoids wasteful practices.
    • Promotes cost containment and makes recommendations for potential cost-effective improvements.
  • Other
    • As requested, represents PHS Sexual and Reproductive Health Centers in public forums, including funder meetings and raises awareness of the reproductive health needs of PHS patients in community forums and the media.
    • As necessary, participates in the legal review process for litigation cases by providing clinical consultation to the review of medical records and offering expert witness testimony as needed.
    • As appropriate, all other duties of a medical director of a diagnostic and treatment center may be required under the New York State laws and regulations.

Qualifications and Skills Required:

  • M.D. or D.O. degree from an accredited United States medical school.
  • Successful completion of residency at an accredited healthcare institution.
  • Board certification from said residency.
  • Current New York State Medical Practitioner License.
  • Current Drug Enforcement Agency (DEA) and Department of Public Safety (DPS) registration, for prescription writing.
  • Appropriate clinical management experience in a responsible clinical administrative capacity.
  • Ability to work effectively as part of a management team and cooperate with management, facility staff, patients, and visitors.
  • Experience working in a team of healthcare professionals and collaborating with them to ensure positive, effective patient experiences with our organization.

  • Salary: $142.86- $144.00 per hour.

Preferred

  • Experience working in medically underserved areas in facilities serving primarily low-income patients.
  • Familiarity with the Sexual and Reproductive Justice (SRJ) Framework
