Providence Housing Authority is Hiring an Occupancy Specialist Near Providence, RI

Purpose:

To perform the duties associated with compilation and development of intake information associated with eligibility criteria, preference categories, verification/re-verification, rent calculations, admissions and occupancy regulations.

Essential Tasks of the Position:

Performs and coordinates tasks associated with admissions and occupancy data collection.

  • Reviews resident applications, screens (interviews)applicants to ensure eligibility for participation in programs.
  • Verifies applications/recertification information, including rent calculation, criminal background investigations and credit reference checks. 
  • Reviews Eligible Income Verification (EIV) and calculate unreported income.
  • Organizes and conducts educational briefing sessions for new residents and/or property owners.
  • Completes move-in procedure/forms and/or issues program participation vouchers, lease documents.
  • Directs assignments of housing units, if applicable.
  • Responds to applicants’ and staff’s questions relative to policies and procedures.
  • Communicates program needs and clarifies housing selection procedures with supervisor.
  • Prepares application referral and statistical reports; maintains records and prepares periodic reports for federal/state agencies.
  • Compiles, maintains and purges waiting lists to assure adequate pool of eligible applicants as assigned. 
  • Coordinates the hearing process to address complaints.
  • Maintains communication with residents, property managers, clients, owners and/or their representative as needed.
  • Maintains a high degree of confidentiality, as mandated.

Secondary Tasks of the Position:

  • Assist clients in the search for available housing units.
  • Provides clerical assistance in the form of typing, filing and answering the telephone as needed.
  • Coordinates leasing activities with other Housing Agencies to improve services to residents. 
  • Works on special projects, performs other duties within classification as assigned.
  • Covers for other personnel on leave, vacations, unfilled vacancies and the duties of subordinate personnel, as assigned.

Position Requirements and Qualifications:

Education Level

  • High school diploma, required.
  • Additional education, preferred.
  • Bilingual (Spanish speaking) required. 

Experience in Related Field

  • 2-3 years’ experience working admissions/occupancy in a public housing setting or thorough knowledge of federal/state public housing/leased housing regulations required. 
  • Clerical experience, preferred.
  • Experience in social service field preferred.

Knowledge, skills, abilities, licenses and certifications

  • Keyboarding skills, averaging 30 WPM.
  • Demonstrated competency in Microsoft Office software products including Word, Excel, Outlook, PowerPoint and Publisher.
  • Working knowledge of agency’s software system. 
  • Ability to work independently managing time to maximize efficiency.
  • Ability to work harmoniously with other agency personnel.
  • Ability to relate to and interact with mixed populations of elderly, disabled and mentally impaired residents in low to moderate income housing settings.
  • Ability to receive and apply enlightened techniques and skilled practices in addressing the needs of the above populations.
