Purpose:

The HVAC Foreman is responsible for managing the overall Authority’s Heating, Ventilating and Air Conditioning (HVAC) management and maintenance program. Duties include, but are not limited to performing or directing staff to perform preventive maintenance, cleaning, repair, adjustment, lubrication and modification of all heating, ventilation, air conditioning and other energy-related equipment; assisting in the selection of energy replacement systems and component parts; conducting, analyzing and assessing HVAC needs for the Comprehensive Grant Program Five Year Plan; operating energy monitoring apparatus; preparation and submittal of environmental/regulatory reports as necessary to applicable federal, state and local regulatory agencies

Essential Tasks of the Position:

Manages the maintenance and operation of mechanical equipment in the PHA inventory and assures proper functioning of all heating, ventilation and air conditioning (HVAC) systems and associated equipment

  • Assigns daily, weekly and regularly scheduled work assignments to HVAC personnel, reviews workload, schedules assignments and status of ongoing work of HVAC crew.
  • Tracks personnel assigned to HVAC duties, maintains and executes time sheets, work and vacation schedules, performs annual performance evaluations, and recommends disciplinary action.
  • Supervises and schedules roving crews on nights and weekends.
  • Schedules and conducts inspections and performs assessments on HVAC systems and equipment.
  • Schedules and performs preventive maintenance on HVAC equipment.
  • Performs and /or supervises required repairs on faulty equipment.
  • Diagnoses problems and undertakes corrective action and/or provides technical guidance and assistance to staff to do the same.
  • Monitors energy management equipment.
  • Adjusts HVAC equipment to insure maximum feasible operating efficiency.
  • Assesses and recommends equipment replacement (schedule and type) prior to bid.
  • Maintains accurate records on all HVAC equipment, including maintenance schedules, labor, materials, parts, and equipment utilized and date and time of work performed.
  • Reviews work orders, resident charges, and other records prepared by staff for thoroughness, clarity and accuracy.
  • Assists in the selection and hiring of new personnel and the promotion of existing personnel.
  • Conducts training sessions and/or recommends personnel for specialized training.
  • Performs routine paperwork and record keeping associated with this function including environmental and regulatory reporting to agencies such as the Environmental Protection Agency (EPA), the Rhode Island Department of Environmental Management, and the Narragansett Bay Commission.
  • Develops a Preventive Maintenance Program for each HVAC system including written instructions, diagrammatic instructions, and where necessary, logs and tags identifying critical components and insures implementation of the program.
  • Carries out the operational and preventative maintenance responsibilities as defined in the Facilities Management Operations Manual.

Supervises and conducts all HVAC responsibilities for PHA properties and Mechanical Systems

  • Calculates combustion efficiency and conducts routine tests on various HVAC equipment.
  • Assists the Project Manager in their preparing contract bid packages.
  • Operates energy management computer.
  • Maintains and updates all operating manuals for equipment.

Secondary Tasks of the Position:

  • Coordinates with Maintenance Foremen.
  • Attends departmental staff meetings.
  • Performs other duties as assigned.

Position Requirements and Qualifications:

Education Level

  • Graduation from an accredited college, university or trade school with a degree.
  • Stationary Engineer License, required.

Experience in Related Field

  • A minimum of 10 years’ experience and documented successful performance in a supervisory position.

Knowledge, skills, abilities, licenses and certifications

  • Knowledge of and experience with gas-fired industrial boilers up to 600 horsepower.
  • Working knowledge of boiler control systems such as Honeywell and Andover or similar energy management control systems.
  • Knowledgeable about building codes and standards.
  • Knowledgeable of electrical systems.
  • Knowledge of management practices.
  • Knowledge and experience in current practices and methods used in HVAC operations.
  • Knowledge of energy management concepts.
  • Ability to read and understand blueprints, schematics, technical specifications and engineering drawings.
  • Ability to plan and coordinate maintenance work program and perform work program to satisfactory completion.
  • Ability to train others in HVAC systems.
  • Skill in use of tools and equipment commonly used in trade.
  • Knowledgeable of proper safety (OSHA) standards.
  • Ability to work closely with diverse personnel and personalities.
  • Ability to work in a goals-driven environment.
  • Ability to work under time constraints.
  • Ability to calculate combustion efficiency.
  • Knowledge of computer software applications including Word, Excel Power Point or other equivalent applications.
  • Knowledge of energy management software and hardware.
  • Ability to communicate both orally and in writing.
  • Rhode Island (Class2) Driver’s license unrestricted except for corrective lenses.
  • Ability to maintain confidentiality in all assignments as mandated.

Working Conditions:

Environmental Parameters

  • Ability to work in an office environment.
  • Ability to work in the field under various weather conditions.
  • Ability to work in public housing and construction environment (hot, cold, humid. dry and wet).
  • Ability to work in an environment with conditions which may include: fumes, odors, gases, chemicals and dust as well as decibels in the range of 30-65.
  • Ability to work in hazardous and adverse conditions, such as: sleet, snow, dust and dirt, as well as cramped quarters and high places.

Physical Demands

  • Strength: Ability to lift up to 50 lb.
  • Type: sedentary and manual work. Ability to lift, carry, push, pull or otherwise move an object.
  • Work involves walking, standing and driving for long periods of time.

Work Schedule:

  • Ability to work 40-hour week.
  • Must have the ability to be on-call 24 hours a day, seven days a week including holidays.

Equipment Used:

  • Competency in and knowledge of power tools and equipment associated with building maintenance operations.
  • Ability to operate basic office equipment including various computer applications and intercom systems.
