• Engage with the Project Team and Client Team to take ownership of assigned data and system analysis and support program goals and insure excellent execution
• Proactively identify and document data and system requirements for the AGENCY and Project Team
• Proactively shape and manage appropriate data bases and configure applications, data query and data management practices to conform to AGENCY and Project Team requirements
• Build queries for AGENCY and Project Team Staff
• Support regular and ad hoc report development and production including hands on assistance for preparation of Agency Financial Report including but not limited to quarterly and year-end financial statements and reporting
• Troubleshoot the system, monitor and resolve trouble tickets in support of Project Team and Agency Staff
• Work directly with parent Federal Agency to manage issues and trouble ticketing process and report to team lead on progress
• Validate and analyze programmatic information system data as it relates to the agency general ledger and external financial reporting
• Support account relationship testing
• Under the direction of the team lead, manage the user population and licenses
a. Demonstrated knowledge of Federal financial management systems and data bases and related accounting and budgetary business processes, a minimum of three years of direct experience is required
b. A minimum of three years of experience as a data and systems consultant in a Federal Agency financial accounting environment
c. Bachelor degree in accounting, business administration or relevant discipline is mandatory
d. Demonstrated ability to communicate at various levels and work with a diverse groups of people and multiple stakeholders, internal and external
e. Demonstrated ability to work effectively in a team and support the leadership and team members
f. Customer service skills
g. Team player who can also work independently
h. Ability to be flexible and adaptable who can thrive in a fast paced environment
i. Superior listening and comprehension skills
j. Demonstrated professional oral and written communications skills, including the ability to prepare technical documents that present information clearly, concisely, and in an easily understood format appropriate for the intended audience.
k. Project management experience coupled with a data science understanding
l. Experience with computer programming (do not need to be a programmer)
m. Practical working knowledge and experience with relational databases
n. Experience working with data models and database schema
o. Working Knowledge of Federal financial accounting standards and the U.S. Standard General Ledger (USSGL).
p. Experience or Working Knowledge of systems including: Oracle Federal Financials as configured and implemented by the Department of Interior Business Center (IBC), SQL Server Reporting Services (SSRS), E2 Solutions, FPPS (HR System) Oracle OBIEE tools, Microsoft Office Suite and SharePoint among others.
q. Working Knowledge of the Treasury Financial Manual (TFM); OMB Circular No. A-136, Financial Reporting Requirements; GAO/PCIE Financial Audit Manual, and the Government Corporation Control Act.
r. Advanced experience with MS Office Suite software (Excel, PowerPoint, Word) and handheld devices
Preferred knowledge, skills and abilities:
a. Experience with foreign development assistance.
b. CPA and/or degree in finance or accounting are strongly preferred.
c. Advanced degree in accounting, business administration or relevant discipline.
d. Demonstrated familiarity with international development programs.
