POSITION SUMMARY:

Project HOPE leads and implements global health programs in international health and humanitarian assistance as well as domestic public health issues in the United States. Project HOPE prides itself in ensuring that every project allowed to implement has a parallel system for monitoring and evaluating. It also improves the programming by adapting findings during the implementation process to improve indicators to achieve the program’s goals. Additionally, Project HOPE believes in the need to document program progress, account for the impact of intervention provided during program implementation, document and address the underperformance of programs, and be very innovative as an international NGO in our implementation and reporting to donors.

The Project HOPE mission is to place power in the hands of local healthcare workers to save lives across the globe. Project HOPE Twinning Center Program creates peer-to-peer relationships between organizations working to improve health services for areas such as MNCH, emerging Diseases, Mental Health, and NCDs.

These twinning partnerships build sustainable institutional and human-resource capacity to strengthen health systems by establishing a practical framework for exchanging knowledge, information, and professional experience. Currently, the Project HOPE Twinning Center manages partnerships and initiatives on Maternal and Child Health, Emerging diseases, and Neonatal Nursing based in Latin America and Sub-Saharan Africa.

Reporting to the Deputy Chief Health Officer, the advisor is responsible for developing, implementing, and assessing programmatic and new business strategies and interfacing with project funding sources, national ministries of health, “north” and “south” institutional sub-grantees, and representatives from other constituencies with which the project collaborates and coordinates.

As a member of the technical unit, the advisor plays a significant leadership role in the development and implementation of global health system-strengthening strategies, human capacity development and overall twinning methodology. The advisor will coordinate with program staff in the Washington, DC, headquarters, and country field offices.

PRINCIPAL RESPONSIBILITIES:

Program Strategy

  • Provide leadership and technical expertise and related system strengthening and human resource capacity building; identify developmental opportunities and shape the strategic direction of the Twinning Center. Organize and leads the related strategic program and project planning and development.

Program Management

  • Provide leadership in assessing and improving the twinning methodology and internal work processes to ensure flexibility and responsiveness to the needs of participating grantees and institutional partners and to achieve programmatic objectives.
  • Lead development, implementation, and monitoring of the Twinning Center Program to achieve programmatic, financial, and administrative goals while ensuring that project resources are utilized by donors and Project HOPE policies and procedures.
  • Oversee the development and management of project monitoring and evaluation activities, ensuring that quality data is available for documenting and reporting successes, strategic decision-making, and future program development.
  • Define and acts on tasks, participates in planning, supports professional development, conducts performance reviews, and motivates staff to improve work performance and employee satisfaction.
  • Serve as the senior cost center manager for identified program areas. This includes supervising budget development, monitoring and forecasting costs, and spending analysis to enhance programs and ensure appropriate and effective funds utilization.

Business Development and Growth

  • Provide leadership at headquarters in new proposal development and in the field to achieve project and organizational goals and objectives.
  • Support the Business Development, Development department, Country Directors, RDs, country, and other technical staff to prepare M&E sections, including developing the M&E narrative, indicators, and PITT tables within identified proposals.
  • Actively represent the Twinning Center, promoting its programs and methodologies and contributing to Project HOPE’s reputation of excellence in health system strengthening and human capacity development assistance through peer-to-peer, institutional “twinning,” human capacity building, and service to target countries.

Partnerships and Representation

  • Oversee establishing and implementing “twinning” partnerships, including solicitation and selection, partner orientation, ongoing support and guidance, approval and monitoring of program work plans and budgets, and evaluation.
  • Oversee the planning, coordination, and implementation of Twinning Center-managed country and regional conferences, workshops, and other activities related to the Twinning Center programs.
  • Serve as liaison to the funding agency, other donor agencies, and the general public regarding Project HOPE’s Twinning Center programs.

Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Dr.PH, MD, PhD, or master’s degree and equivalent experience in public health or international health or a related field (clinical experience, either domestic or international, a plus).
  • Five plus years of relevant international health systems strengthening experience in a senior advisory or management role, preferably in Africa, successfully managing related programs.
  • Strong technical and advisory experience in human resources for health.
  • Ability to establish and build strong internal and external relationships.
  • Experience developing multi-million-dollar strategic work plans and budgets.
  • Must be able to train and mentor others.
  • Ability to present to large and small audiences.
  • Excellent interpersonal communication and cross-cultural skills.
  • Must be able to travel approximately 30% of the year.

Work environment:

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship

Salary range starting at $95,000 USD per year. Compensation for the role is dependent on several factors including a candidate’s qualifications, skills, and experience.
