Baltimore City Public Schools is Hiring a Staff Specialist - Family and Community Engagement Near Baltimore, MD

This position is grant funded through June 30, 2024. The Staff Specialist - Family & Community Engagement will be responsible for assisting in the development and implementation of FCE policies and regulations for decision-making, advocacy, and voice. This individual will manage, monitor and track operations of the district's School Family and Community Councils (SFC Council) to ensure that best practices for stakeholder and staff in decision making are shared at both the district and school level. The Staff Specialist FCE works collaboratively with stakeholders-parents, families, youth, parent groups, community partners and staff, to develop and implement effective decision-making and advocacy strategies that support student achievement and school improvement at the school and district level.

Essential Functions
  • Develops regulations and guidance related to decision-making and advocacy at the district-and school-level.
  • Supports with development and implementation of marketing and branding campaigns.
  • Supports district teams, school leaders and identified leads to develop, implement, and sustain researched-based family and community engagement strategies at the school level.
  • Coordinates with Engagement Office staff, school support networks and other content offices.
  • Coordinates district meetings, trainings and community learning opportunities with school-based FCE points-of-contacts.
  • Coordinates sharing of effective decision-making and advocacy practices at both the district and school level among, school-level staff, organized affinity groups, stakeholders, and others.
  • Supports with the development of the Board's annual compliance report for SFC Councils.
  • Prepares reports, memorandum and other communication documents, procedures and programs as directed by the Family Engagement Director (FE Director).
  • Represents the FE Director and engagement office leadership in various meetings as directed.
  • Works with internal and external stakeholders and staff to ensure SFC Councils are informed by school performance, climate and culture and school-family partnership plans.
  • Identifies resources and training opportunities that support the specific engagement needs of diverse school communities.
  • Educates and trains assigned schools on FCE policies, procedures, and processes.
  • Provides technical assistance, monitors school, family and community engagement practices, and ensures that schools adhere to guidance associated with the Elementary and Secondary Elementary Act (ESEA)/Every Student Succeeds Act (ESSA).
  • Assists schools with the development and sustainability of School Family and Community Councils and organized parent groups to ensure that parent and community members have an active role in school-based decision-making processes.
  • Assists the district in expanding its reach into local communities through active engagement with community partners, neighborhood and community-based organizations and external partners to support decision-making in schools.
  • Promotes positive relationships and creates effective partnerships between the district and community in support of student achievement and school improvement.
  • Facilitates communications between school personnel, families, and school partners.
  • Serves as liaison between the Engagement Office, school personnel, families and partners.
  • Prepares reports for Engagement Office leadership team review.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and the professional standards.

Desired Qualifications
  • Bachelor's degree in a related field. Degree must be from an accredited college or institution.
  • Three years' experience developing and facilitating training opportunities for adult learners.
  • Three years' experience in systems change, community organizing, communications or development in a nonprofit, government or business setting.
  • Experience working with schools, community based or family supporting organizations.
  • Experience developing and maintaining relationships with volunteer and community partners.
  • Excellent verbal and written communication skills, including the ability to make effective public presentations.
  • Excellent organization skills and follow-through.
  • Ability to analyze data and systems that can affect parents.
  • Interpersonal skills that emphasize team-building.
  • Ability to engage parent/community in school activities.
  • Ability to organize networks of support for programs or initiatives.
  • Ability to work effectively in high-paced environment, with deadlines, and multiple stakeholder viewpoints.
  • Proficiency in using computer applications, such as databases, word processing, email, web-site application.
  • Proficient in the use of Microsoft Office applications.
  • Bilingual preferred.
