Job Summary:

The incumbent of this position is responsible for ensuring quality services are delivered to clients/patients through providing clinical oversight to clients/patients and PFH associates in a program by planning, organizing, staffing, and directing client/patient care on a daily operational basis.

Essential Job Functions:

  • Under the Program Director’s guidance, will establish and maintain effective working relationships with other agencies in the communities served.
  • Participate in selection of off-site resources for needed services that are not provided by the program as well as keep other agencies informed about the services offered by PFH.
  • Complete monthly/quarterly record reviews for the program, ensuring that regulatory and accreditation standards are being maintained as well as monitoring compliance with program and agency Quality Improvement Indicators. Follow up with any deficiencies during weekly staff meetings and assist PFH associates with correction of deficiencies.
  • Facilitate weekly clinical case staffing, team and diagnostic disposition meetings. Act upon reports and recommendations from program/agency committees, PFH associates and client suggestions to ensure that provision of services is appropriate, adequate and of high quality. Ensures transition planning occurs for all clients/patients Inform Program Director of all relevant client/patient issues.
  • Maintain required weekly contact hours as applicable: conduct intakes, (demonstrate ability to determine individual needs of the client through completion of initial treatment plan), individual, family and group therapy determined by program and individual site needs.
  • Complete and review written reports to referral sources as needed in a timely manner. Promote integration of clinical, community support, and physical healthcare services working as a team leader.
  • Provide oversight for service delivery, completing weekly checks on PFH associate direct service hours to ensure that the services rendered are:
    • appropriate and clinically justified.
    • Client patients are receiving appropriate frequency and intensity of services
    • PFH associates are meeting expected contacts and/or direct service expectations
  • Monitor progress notes for thoroughness and completeness.
  • Maintain necessary file documentation for services provided.
  • Develop evolving programmatic schedule to meet the needs of the client population while ensuring that client rights and responsibilities are respected.
  • Coordinate services and collaborate with outside agencies to provide comprehensive services to the client/patient and client’s/patient’s family.
  • Adhere to and monitor program budget by reviewing service delivery plans, managing services that pertain to expenditures of allocated funds and review units of service for each client.
  • In collaborative efforts with other site management team and Program Director, develop quarterly fiscal projections.
  • Provide uninterrupted coverage in accordance with licensing standards by scheduling staff, arranging substitute coverage during staff absences, and approving PFH associate time off requests in a manner that anticipates program needs. Monitor and follow up, if needed, with all crisis calls occurring outside of program hours.
  • Complete PFH associate evaluations in a timely manner assessing competencies and noting strengths.
  • Provide clinical direction and supervision to assigned PFH associates, and identify performance strengths and weaknesses, performs corrective coaching in a timely and effective manner and maintains weekly supervision records as well as individualized training plans for each direct report.
  • Ensure that orientation, in-service training and continuing education for staff members are met and that staff members receive training necessary to improve working knowledge of designated job duties to enhance the quality of service provision.
  • Ensure that all policies and procedures are being implemented to guide and support the provision of services provided.
  • Recommend any policy and procedure changes to assigned Program Director.
  • Respond/Intervene in crisis situations and ensure that incident reporting is completed in accordance with PFH Policy and Procedure.
  • With the assistance of fellow site management team members, develop and implement QM measurement system to assure and promote continuous improvement as a team.
  • Oversee team approach to increase communication, examining any complaints and developing plans to address program concerns.
  • Assist Program Director in quarterly reports and indicators participating in routinely scheduled QM Meetings.
  • Secure appropriate referrals from other service providers while ensuring that the program is making appropriate referrals to other agencies.
  • Oversee environmental conditions in terms of safety, cleanliness, vehicles, food and coordination with operations associates.
  • Demonstrates interest in long term and short term goals and objectives of the company.
  • Other duties as assigned by the Program Director, Vice President, or Executive Team members.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of clinical best practices and techniques as they relate to mental health and substance use disorder treatment services.
  • Knowledge of policies, procedures, and regulations of the program to which the associate is assigned.
  • Considerable knowledge of the methods and modalities as well as the legal requirements and court procedures related to treating mental health and substance use disorders.
  • Skilled in effective supervision and training methods and principles.
  • Aptitude to develop, coordinate, and evaluate services within assigned program responsibilities developing and implementing prompt corrective action.
  • Effectively apply techniques of a complex nature in the treatment of individual clients and groups.
  • Effectively communicate verbally and in writing.

Experience and Education Qualifications:

Substance Use Disorder Behavioral Health Programs

  • Graduate from an accredited college or university with a Master’s Degree in social work, counseling, psychology, psychiatric nursing, or a closely related field, who has at least three (3) years professional experience in the treatment or Behavioral Health of substance use disorder treatment and 1 year of supervisory experience in substance use disorder treatment; OR
  • Graduate from an accredited college or university with a Bachelor’s Degree in social work, counseling, psychology, psychiatric nursing, or a closely related field, who has at least four (4) years professional experience in the treatment or Behavioral Health of substance use disorders and two (2) years of supervisory experience in substance use disorder treatment:

AND

  • Qualified Addiction Professional certified by the Missouri Credentialing Board, Inc. Or applicable State Board with four (4) years professional experience in the field of substance use disorder treatment and three (3) years of supervisory experience in substance use disorder treatment. OR
  • Counselor, psychologist, or physician licensed in Missouri who has at least one (1) year professional experience in the treatment or Behavioral Health of substance use disorder treatment; AND at least one (1) year of supervisory experience in substance use disorder treatment.

A qualified mental health professional meeting one of the following criteria:

Physician licensed under Missouri state law to practice medicine or osteopathy with training in mental health.

Psychiatrist, physician licensed under law.

Psychologist licensed under Missouri state law with specialized training in mental health services.

Professional counselor licensed under applicable state law to practice counseling and with specialized training in mental health services.

Clinical social worker with a Master's degree in social work from an accredited program.

Master's or Doctorate degree in counseling and guidance, Behavioral Health counseling, vocational counseling, psychology, pastoral counseling or family therapy or a related field who has successfully completed a practicum or has one (1) year of experience under the supervision of a mental health professional.

Supervisory Requirements:

  • Provide leadership and guidance to all aspects of clinical work.
  • Take an active role in identification, development, and execution of plans to meet strategic objectives.
  • Involve, as appropriate PFH associates in order to achieve goals.
  • Effectively communicate any changes within the department and/or company to ensure implementation and practice.
  • Handle difficult personnel situations directly, using appropriate discretion and Human Resource guidance showing respect for the PFH associate.
  • Champion change and effectively manage the implementation of new ideas.
  • Reinforces team approach throughout functions; support and solicit input from PFH associates at all levels within the company.

Employment Requirements:

  • Successful completion of background check including criminal record, driving record and abuse/neglect.
  • Completion of New Hire Orientation at the beginning of employment.
  • All training requirements including Relias Learning at the beginning of employment and annually thereafter.
  • First Aid certification within three months of beginning employment and upon renewal date.
  • CPR certification within three (3) months of beginning employment and upon renewal date.
  • Behavioral Management training completed within thirty (30) days of employment or first available class after start date:
    • CPI for Residential programs
    • Crisis Management on Relias Learning or Verbal De-escalation for Outpatient programs
  • Achievement of thirty-six (36) hour training requirements within 2 year period in accordance with 9 CSR 10-7.110 E 1.
  • Growth and Development form (CPRC only) within thirty (30) days of employment.
  • Privileging and Credentialing form (CPRC only) within thirty (30) days of employment.
  • Annual maintenance of licenses/certifications to perform counseling duties.
  • Obtain Driver’s license in state of Residency.

Physical Requirements:

Essential Job Functions:

  • Be knowledgeable of and adhere to all company policies, procedures and regulatory standards for assigned scope.
  • Provide clinical supervision for assigned staff/teams, to include but not limited to; monthly individual caseload staffing, progress on treatment plans, outcomes for services provided, and overall needs of individual cases.
  • Facilitate case consultation and assistance to clinicians, paraprofessional and administrative staff associated with the clients(s) as needed.
  • Conduct multidisciplinary staffing.
  • Recruit, hire, train and provide supervision of new and current team members.
  • Attend regular leadership meetings and other meetings/trainings as required.
  • Review and approve weekly staff timesheets, paid time off requests, and expenses at regular intervals consistent with PFH payroll cycles..
  • Facilitate weekly clinical staffing, team meetings, and/or other staffing needs. Complete documentation and maintain records.
  • Provide clinical support and staffing for referrals to other agencies.
  • Complete associate performance evaluations in a manner that promotes timely and effective professional development and continuous quality improvement.
  • Provide clinical direction and supervision to all assigned staff, and identify performance strengths and weaknesses.
  • Perform corrective coaching in a timely manner that mitigates risk and assures consistency with PFHs standards of quality.
  • Collaborate with other Clinical Supervisors to share resources and improve service delivery.
  • Ensure that orientation, in-service training and continuing education for staff members are met and that staff members receive training necessary to improve working knowledge of designated job duties to enhance service provision.
  • Review, track, and assign referrals as needed in a timely manner. Cultivate and maintain community and stakeholder relationships.
  • Provide oversight to services of assigned staff to include: completing weekly checks on staff productivity to ensure that the services rendered are appropriate and clinically justified, monitor progress notes for thoroughness and completeness and utilize all applicable reporting tools to monitor efficiency and time management.
  • Assist program specific directors in implementing programmatic requirements and standards that promotes quality outcomes, integration and fiscal responsibility.
  • Coordinate services and collaborate with outside agencies to provide comprehensive services to the client and client’s family. Being the Licensed Behavioral Health Provider for collaborative treatment.
  • Review initial treatment plans, treatment plan reviews, and modifications to ensure they meet required documentation guidelines and are outcome-driven.
  • Handle difficult situations involving associates and situations of conflict in a direct manner, using appropriate discretion and Human Resource advice to show respect for the individual.
  • Monitor revenue and manage expenditures for the assigned area.
  • Provide clinical coverage in accordance with licensing standards by scheduling staff, arrange substitute coverage during staff absences, and approve staff leave requests in a manner that anticipates program needs. Monitor and follow up.
  • Assist with preparation of audits and accreditation events.
  • Ensure that all policies and procedures are being implemented to guide and support the provision of services provided. Recommend any policy and procedure changes to assigned direct reports.
  • Assist in gathering information for QI quarterly reports and indicators.
  • Oversee environmental conditions in terms of safety, cleanliness, vehicles, food and coordination with operations personnel.
  • Demonstrates interest in long term and short term goals and objectives of the company.
  • Other duties as assigned by the Director of Operations, Vice President of Integrated Health Services, or Executive Team members.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of case management and Behavioral Health methods, principles and techniques as they relate to mental/behavioral health services.
  • Knowledge of the policies, procedures, and regulations of the program to which the associate is assigned.
  • Detailed knowledge of the problems encountered by persons with mental illness and substance use disorders residing in the community and how to access the various community resources available.
  • Considerable knowledge of the methods and modalities as well as the legal requirements and court procedures related to treating mental illnesses.
  • Skilled in effective supervision and training methods and principles.
  • Aptitudes to develop, coordinate, and evaluate services within assigned program responsibilities.
  • Effectively apply techniques of a complex nature in the treatment of individual clients and groups.
  • Effectively communicate verbally and in writing.

Experience and Education Qualifications:

  • Master's Degree is required in an applicable field of social science or administrative study.
  • Must maintain a professional license in good standing with respective state boards.
  • Experience and skills which would provide expertise to operate a complex program, supervise associates, advocate for those we serve, manage a budget, and participate in long range quality improvement processes are also required.

Supervisory Requirements:

  • Provide leadership and guidance to all aspects of associate work.
  • Communicate the strategic direction of the organization and encourage participation by all associates.
