Praescient Analytics is Hiring an IT Program Manager, Senior Near Fairfax, VA

Praescient Analytics is seeking an experienced Program Manager to oversee its work with the Internal Revenue Service (IRS) spanning multiple contracts. This individual will be responsible for managing a large-scale IT services contract vehicle, overseeing all aspects of program execution from initiation through delivery. This role involves strategic planning, stakeholder engagement, team leadership, financial management, and ensuring compliance with all contractual and regulatory requirements.
This role will be hybrid based and will require some on-site requirements in the DC Metro area. US Citizenship is required.
Primary Responsibilities:
  • Program Leadership and Strategy : Develop and implement a comprehensive program management plan that aligns with the organization's strategic objectives and customer needs. Lead program review sessions with the client and senior management to discuss contract performance, adherence to goals, and future plans.
  • Support Company Growth: Responsible for company organic and contract growth initiatives across existing and new business lines. This includes supporting business development capture and technical proposal management where relevant.
  • Contract Management : Ensure that all aspects of the contract are managed effectively, including scope, timelines, quality, and budget. Negotiate with clients and subcontractors as needed to achieve program goals while maintaining compliance with contractual obligations.
  • Team Management and Development : Lead and mentor a diverse team of project managers, IT specialists, and support staff. Foster a collaborative work environment that encourages innovation and continuous improvement. Ensure that team members are aligned with program objectives and have the resources and training needed to succeed.
  • Financial Oversight: Develop and manage the program's budget, including forecasting, resource allocation, and cost control. Monitor financial performance against targets and implement corrective actions as necessary to ensure the program remains within budget and profitable.
  • Risk Management, QA and Compliance: Identify, assess, and mitigate risks that could impact program success. Implement risk management strategies to minimize potential disruptions to program timelines, budgets, and quality. Ensure that all deliverables meet the highest quality standards and comply with relevant industry regulations and standards. Implement quality control processes and continuous improvement initiatives to enhance service delivery.
  • Stakeholder Engagement: Maintain strong relationships with all program stakeholders, including clients, partners, suppliers, and internal teams. Communicate regularly to keep stakeholders informed about program progress, challenges, and successes.
  • Reporting and Documentation : Prepare comprehensive reports and documentation for both internal and external stakeholders, detailing program status, KPIs, financials, and strategic insights.
Required Qualifications:
  • 15 years of relevant Program/Project Management experience, including support of a U.S. Government Customer
  • 5 years of Contract Management/Execution experience.
  • 5 years of supervisory/personnel management experience.
  • Bachelor's Degree required, Masters Degree desired; if no BA, then 4 years of relevant work experience required in addition to the 10 years of experience
  • Experienced professional must have past leadership experience at the IRS (public sector) as well as experience in the private sector managing or contracting on sizable programs or teams.
