The Return Review Program (RRP) performs automated Identity Theft (IDT), Income verification, tax compliance and pre-refund anomaly detection and fraud detection. RRP continues to evolve and enhance system capabilities, providing greater security for the Internal Revenue Service (IRS or Government) and our nation’s taxpayers, leading the charge against IDT and the filing of fraudulent returns. To keep pace with the complex, ever-evolving world of tax fraud, the RRP program has embraced the Agile framework in support of more frequent and rapid delivery. This enhances the Government’s ability to respond to IDT and fraud threats by quickly updating analytical tools to protect taxpayers’ identities and prevent refunds from falling into the wrong hands. The program is improving both individual and business tax return anomaly & fraud detection with more sophisticated capabilities for data comparison/data analysis through its filters, predictive models, data visualization and using data computing appliances. The goal is to create predictive fraud and non-compliance detection models using vast amount of data from various sources that will seek out subtle data patterns to determine reliability of return data.

Praescient Analytics is looking for a Business Intelligence Analyst to join our team on RRP in Lanham, MD. The Business Intelligence Analyst implements counter fraud workflows within RRP BI platforms and assists in canned/ad-hoc report development/maintenance as needed in support of business users.

Primary Responsibilities:

• Perform industry research from a feature engineering perspective
• Regularly engage Internal and External partners to gather information on possible emerging fraud schemes (IDT & Non-IDT)

• Enhance existing features used by rules and models on the Data Science Team
• Discover and engineer possible new features for existing and new models on the Data Science Team
• Assess in near real-time potential data quality issues that would impact existing features such as missing/incomplete data, outlier detection, form change impacts, etc.

• Conduct analytics and evaluation reporting to Data Science Team, Internal and External partners.
• Design and develop dashboards and reports related to analytics outcomes (e.g., rules report, model performance)
• Design and develop dashboards and reports related to data source and field quality measures
• Design and develop dashboards for internal stakeholders and external partners to provide transparency A&R workstreams

Required Qualifications:

• 1-3 years of relevant experience
• Bachelors Degree in related field
• Experience with one or more of the following BI tools: SAS, Tableau, SQL based querying and reporting
• BI Analysis experience within a big data environment.
• Knowledge of and familiarity with the report writing process
• Experience with Greenplum and Rational Team Concert
