    Location:
    District Office Pottsgrove School District is currently seeking a Director of Pupil Service for the district. This position coordinates and provides leadership in the development and delivery of special education, psychological services, school counseling, health and related services, prevention services, non-public services, 504 coordination, and school social work including residency, homelessness, and truancy. Additionally, the Director of Pupil Services oversees the district PBIS programs, MTSS, gifted eligibility and services, legal issues related to students and due process, the district’s AEDY program, early intervention coordination, wellness programs and contracted services. The Director of Pupil Services also serves as the district’s School Safety & Security Coordinator, the district’s Title IX Deputy Coordinator, and the Administrative Liaison for the Policy Committee.
    Duties and Responsibilities:
    • Collaborate with the Superintendent and Director of Education and Assessment to evaluate and implement instruction and curriculum and make recommendations based on current research and best practices.
    • Establish, monitor and oversee the process of evaluating, placing, and re-evaluating special education students and thought-to-be exceptional students, taking into consideration all relevant procedural safeguards.
    • Coordinate the Special Education Identification Process as required by Individuals with Disabilities Education Act (IDEA) and implement all legal requirements governing special education, Section 504, and Chapter 16.
    • Ensure compliance with federal and state regulations including Chapters 12, 14, 15, and 16. Meet federal and state child count requirements by overseeing all components of child tracking with respect to Pennsylvania Information Management System, or any subsequent state mandated child-reporting system.
    • Oversee transition of students in special education from one school level to another and transition from school to work or post-secondary education.
    • Oversee the coordination of Individualized Education Plan (IEP) meetings and 504 meetings with teachers, staff, alternative staff, agencies, parents, students, and other staff members, as necessary.
    • Evaluate the total operation of the student services programs so that programmatic and fiscal issues may be raised, discussed, defended, and resolved during the annual budget preparation process.
    • Pursue individual efforts and facilitate other staff members' efforts to seek alternative sources of funding through ACCESS, grants, partnerships, and foundations.
    • Mitigate complaints and oversee all processes related to litigation with student matters.
    • Partner with building principals on the implementation of student discipline, assisting with referrals, manifestation determinations, and engagement of restorative services and supports.
    • Responsible for the implementation, leadership and support, scheduling and assignments, professional development, and the evaluation of pupil personnel workers.
    • Implement and oversee the implementation of crisis services and threat assessments.
    • Coordinate services and resources related to Section 504 of the Rehabilitation Act of 1973.
    • Supports principals and school staff in seeking appropriate programs to support students.
    • Collaborate with other student services staff to support school principals and other school personnel in working with students who experience personal, social and/or emotional issues that prevent the attainment of academic success in the classroom setting.
    • Support the monitoring of academic milestones such as attendance/truancy, disciplinary actions, dropout rates, child abuse and neglect reporting, parental involvement, residency compliance, Section 504 issues, homelessness and disproportionality as it relates to identification and discipline of students.
    • Respond to principal and staff needs related to crisis intervention, policy and procedural clarification, and prevention of violence in schools through mediation, problem solving.
    • Review and revise, with the School Board, all district policies as necessary.Collaborate with the Human Resources office in developing and implementing Administrative Regulations for Board Policies.
    • Oversee the placement of students enrolled in programs outside the District as well homebound instruction and instruction in the home.
    • Observe teachers and non-teaching professionals in conjunction with principals for the purpose of improving instruction and services.
    • Facilitate and implement staff development related to special education and student services.
    • Oversee and provide support to special education teachers and principals ensuring that service delivery, including transportation services, is appropriate and consistent.
    • Oversee the hiring process, including recruitment, screening interviews, selection, recommendations, and supervision of special education and student services personnel.
    • Attend training seminars to improve skills and keep current on changes in special education and pupil services.
    • Participate in special education and pupil services meetings and provide information to clinical/educational staff.
    • Oversee and ensure all required operations as it relates to School Safety Coordination.
    • Perform all required duties associated with Title IX Duty Liaison work.
    • Oversee all required operations aligned with the Montgomery County Office of Public Health related to pandemic response efforts.
    • Act as LEA in required meetings and train other district administrators as LEAs.
    • Oversee ACT 16 and Contingency Fund reporting, and other required state and federal reports related to special education and related services.
    • Host Safe Schools Partnerships, liaison with local townships for all safety activities, oversee implementation of SROs and Security Officers.
    • Provide annual safety executive session presentation to School Board.
    • Perform other duties as assigned by the Superintendent.
    Qualifications:
    • Pennsylvania administrative certification
    • Five (5) years experience in special education required, experience as Assistant Supervisor of Special Education preferred
    • Master’s Degree or equivalent necessary with Supervisor of Special Education Certification
    • Experience with establishing and maintaining favorable relationships with professional and support staff, community groups, agencies, and individuals to foster understanding of special education regulations and programs.
    Location:
    District wide buildings, facilities, and grounds.
    Compensation:
    Commensurate with experience. Generous benefit package. Act 93 position.
    Schedule:
    Monday through Friday, 12-month position (260 days).
