Potomac Haven Inc. is Hiring a Technical Proposal Writer Near Mc Lean, VA

Description

We are a purpose-driven professional services firm dedicated to providing support for a range of diverse federal program missions. Our focus extends across the intersections of national security, public health and safety, and financial services programs. We are hiring an accomplished Proposal Writer to join our business development team.

In this role, you will be tasked with providing superior technical and proposal writing services. The candidate will work directly with business development, capture, and subject matter experts to deliver technical responses to government-issued solicitations, including requests for proposal (RFPs), requests for quotation (RFQs), and requests for information (RFIs). This position is an outstanding opportunity to generate winning proposals for a rapidly growing and esteemed provider of professional services to federal agencies. The primary objective is to develop high quality, technically accurate, and compelling content for proposals, white papers, and other relevant marketing and business development documentation.

Requirements

  • Lead the proposal development processes and design high-quality, compelling, and compliant federal proposals ensuring consistent, efficient implementation of processes and best practices. 
  • Analyze customer’s requirements and prepare responses to formal solicitations, RFQs, RFPs and RFIs ensuring 100% compliance e.g. FARS, evaluation factors.
  • Collaborate with technical specialists to translate complex technical requirements into concise, actionable solutions. Coordinate/attend solutioning sessions and translate the solution design and Concept of Operation (ConOps) into a proposal technical approach narrative; capture and document the most important elements of the technical solution.
  • Proposal preparation and execution of proposal responses. This includes but is not limited to schedule development and management, team collaboration and coordination, kick-off and proposal presentations, proposal artifacts development, data call management, content creation and artifact/file management, color team review facilitation, and coordination with key stakeholders as necessary. 
  • Write and collate content as required, edit boilerplates, weave proposal win themes throughout, identify competitive differentiators and unique approaches, and gather information and research to include in proposals. 
  • Coordinate across contributors, including business/vendor partners and manage overall proposal development process to ensure 100% on-time delivery. 
  • Provide daily progress updates and facilitate after-action debriefings, summarizing recommendations for improvement and applying lessons learned. 
  • Design or modify illustrations, visuals and graphics that demonstrate understanding, approach, discriminators, and/or messaging with inputs from subject matter experts and solution design teams. 

Required Experience

  • Bachelor’s degree in business, communications, English, marketing, journalism, information technology, computer science preferred.
  • Minimum 3 years’ experience in federal government proposal management.
  • Experience with a wide range of technical subjects to include technology modernization, software development (Open source, Drupal, SharePoint Framework, low-code) and cybersecurity.
  • Track record of successful proposal planning, organization, and development of compliant and winning proposal responses.
  • Excellent communications (both written and spoken) including ability to motivate others and collaborate effectively.
  • High level of expertise with Microsoft Office 365 and ability to design, develop, and modify complex illustrations, visuals, and graphics.
  • Excellent writing/editing capability; ability to synthesize/analyze material effectively; experience writing/editing technical and non-technical documents. 
  • Ability to gather, synthesize and document technical and non-technical information.
  • Self-motivated and able to work independently and in a team environment, including ability to organize, prioritize and work under pressure. 
  • Ability to maintain a flexible schedules.
  • Knowledge of proposal-related jargon and terminology and how to navigate government RFP/RFI requirements to ensure compliance.
