Position Details

Portland Public Schools and the Office of School Modernization are currently recruiting for multiple Project Manager II positions to help manage projects funded by the voter-approved 2020 Capital Improvement Bond.

The Project Manager II position may be used to: assist in the design and construction process for large scale capital bond projects; manage a series of related, smaller scale capital bond projects; or work as part of a team in managing mid-size capital bond projects. This position excels by understanding and practicing best project management procedures, business practices and industry standards. Existing knowledge of or ability to become fluent in industry-typical software and digital collaboration tools will be critical to effective project management. A desire to seek out creative solutions to combat institutional racism and promote a healthy multiplicity of perspective and lived experiences will be highly valued.

The Project Manager II position oversees contracts ranging in size from $75,000 - $5,000,000. Employees at this level may serve as lead over projects, contractors and district staff, and may monitor work assigned to Project Manager I level professionals within the same project team.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Lead project meetings and proactively resolve issues.
  • Responsible for coordination of project budgets and schedules.
  • Prepare and distribute status reports regarding project schedule and budget.
  • Review and submit payment of invoices from consultants and contractors.
  • Assist with the management of design and construction activities as part of the project team, and act as liaison with school staff to ensure minimum impact with ongoing school programs.
  • Provide policy research, analysis, evaluation and development. Support project team and program management with duties including but not limited to: project planning; needs assessment; communication to key participants; and direct customer service. This includes outreach on evenings and weekends on an as needed basis. Help develop and implement department and organization-wide goals and strategies.
  • Prepare bid analysis and recommend action for contract award.
  • Assist with preparation of necessary documentation for the preparation of construction change orders.
  • Assist with the coordinator of compliance with all applicable codes and regulatory agencies closeout of contracts and permits.
  • Monitor expenditures against budget; prepare necessary documentation for supervisory review and/or approval; tabulate budgetary data, calculate figures, and check for accuracy.

MINIMUM QUALIFICATIONS:

The Construction and Maintenance Project Manager II requires three (3) years’ of experience managing the full scope of design/construction activities, including developing bid specifications for public works contracts in excess of 4 $75,000; Professional designation as a Registered Engineer or Architect, Certified Project Manager or Construction Manager is preferred. Experience serving in a supervisory role is highly desirable. Professional designation as a Registered Engineer or Architect, Certified Project Manager or Construction Manager is preferred. Experience serving in a lead role, and experience in K-12 public education or a large, multi-unit public sector organization is highly desirable.
Preferred qualifications include:

  • Experience with developing budget and schedules and estimates with project information and details.
  • Experience developing and managing robust stakeholder engagement plans and strategies for multiple audiences with different needs that align with district/project goals and needs.
  • Experience navigating a large, robust environment with daily changes and discoveries and keeping project(s) on track.
  • Proficiency in a variety of software applications including computer design systems.
  • Preferred experience in construction project management software.
  • Demonstrated experience in strong verbal, written communication and negotiation skills.
  • Any other combination of education, training and experience which demonstrates the candidate is likely to possess the skill, knowledge, ability and trait characteristics essential for this classification may be considered.
  • Coordinates permit process with City staff and consultants.
  • Responsible and accountable for project communication and assisting with completion of projects on time and on budget.

Preferred abilities include:

  • Estimate project requirements, and organize resources to meet goals and deadlines.
  • Negotiate scope of work, equipment, goods and services purchases and in accordance with local, state and Federal laws.
  • Plan, organize, assign, coordinate, review and evaluate the work of professional, technical and consultant efforts. Prepare, administer and monitor project budgets and anticipate future budgetary needs. Understand, interpret, and apply technical material, rules, procedures, and policies.
  • Effectively plan, schedule, and coordinate work.
  • Operate a variety of office equipment, technologies and software.
  • Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures.
  • Provide work direction, guidance, assistance and leadership to staff and for technical aspects of assigned projects.
  • Deliver a high-level of customer service to district stakeholders.
  • Advocate, model, learn and implement Portland Public School’s Racial Equity Initiative, Equity in Public Purchasing and Contracting and other board policies.
  • Establish and maintain effective working relationships with a variety of internal and external stakeholders in a richly diverse workforce and community.
  • Develop and deliver formal and informal presentations.
  • Communicate effectively both orally and in writing.
  • Analyze situations accurately and adopt an effective course of action.
  • Maintain confidentiality and demonstrate discretion, initiative and good judgment.

Special Requirements:

Positions in this classification require the use of a personal automobile and possession of a valid Class C Oregon driver's license.

CLASSIFICATION AND SALARY:

The position is classified as Construction & Maintenance Project Manager II Pay Grade 36, on the Non-Represented, Confidential, Professional and Management Employees salary schedule FLSA Exempt.
