Portland Community College is Hiring a Budget Director Near Portland, OR

Under the direction of the Associate Vice President of Finance, the Budget Director manages the day-to-day operations of the Budget Office. Plans, organizes, and manages applicable functional areas in support of College objectives. Provides long range budget planning and compliance. Provides detailed budget process training. Responsible for the implementation of the budget workstream and integration with the Finance and Human resource components in the new Workday ERP system. Develops and provides Budget Office strategic direction and day-to-day activities. Leads and supervises the work of Budget Analysts, Budget Accountant and Budget Managers. Proficient in performing complex analysis, and possess strong problem solving capabilities. Exercises sound judgment in the interpretation and application of all related laws, regulations, necessary practices and procedures. Responds to inquiries from College departments and/or external agencies and supervises administrative services professionals, paraprofessionals, technical/support staff, and/or student workers.

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

Master’s degree in Accounting, Finance, Business Administration or related field. Six (6) years of progressively responsible professional budget management experience at a management level, to include four (4) years of management-level supervision of employees (including hiring, assessment, discipline, etc). You will be asked to describe this experience during the application process.
OR Bachelor’s degree in Accounting, Finance, Business Administration or related field. Eight (8) years of progressively responsible budget management experience at a management level, to include four (4) years of management-level supervision of employees (including hiring, assessment, discipline, etc). You will be asked to describe this experience during the application process..
OR twelve (12) years of progressively responsible budget management experience at a management level, to include four (4) years of management-level supervision of employees (including hiring, assessment, discipline, etc). You will be asked to describe this experience during the application process.

Starting Salary Expectations
Minimum $99,575 to range midpoint of $121,979. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity.

Working Conditions and Physical Requirements

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. Frequent travel to other locations is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.

Special Conditions for this position:

This position has been identified as a Campus Security Authority (CSA) pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Campus Security Authorities must immediately report Clery Act crimes that occurred on Portland Community College’s Clery geography on the Crime Incident Report (CIRTrac™) located on the Department of Public Safety’s Clery Act compliance webpage. Following entry of a report on CIRTrac™ PCC’s Clery Specialist will (1) analyze the report for issuance of a timely warning or emergency notification; and (2) will determine if the report should be included in the annual statistical disclosures. The Clery Specialist shall annually assign CSAs online Clery Act training to ensure they are provided proper training to fulfill their reporting responsibilities required by the Clery Act and PCC’s Clery Act policy.
