Principal Missions

  • Bank Secrecy Act (BSA) and Anti-Money Laundering (AML) compliance
  • BSA software, cases, SARs and filing
  • CTR completion and filing
  • OFAC scanning and filing
  • SAR 90 day reviews and filing
  • Money Service Business (MSB) review
  • Assist in fraud investigations, recoveries, and prosecutions
  • Backup Risk Manager
  • Promote corporate values of Member Service, Teamwork, Commitment, Performance.

Major Responsibilities

  • Ensure compliance with the Bank Secrecy Act including a review of member transactions for suspicious activity.
  • Manages BSA software used to monitor transactions and complete and file SARs. Ensure all pertinent transactions are included and cash transactions are identified correctly. Review rules and modify as necessary.

3. Review and file SARs accurately and timely.

4. Ensure 90 day SAR reviews are completed accurately and timely.

5. Manage staff to ensure cases and alerts are processed and SARs are filed timely.

6. Ensure software is set up and functioning properly.

7. Ensure MSBs and unapproved businesses are not banking at the Credit Union.

8. Work with Loss Prevention as needed, for example, to hold, report, and returns fraudulent tax refunds.

9. Ensures compliance with OFAC.

10. Manage OFAC software to ensure lists are updated and true matches are identified.

11. Ensures false positives are documented appropriately.

12. Ensures true “hits” are handled appropriately.

13. Ensures all items to be checked (member accounts, wires, ACH, vendor checks, etc) are checked.

14. Ensures CTRs are completed when necessary.

15. Ensures CTRs are filed timely.

16. Ensures system reports used are accurate and being used correctly.

17. File SARs on CTR activity if necessary

  • Review Higher Risk member accounts and activity, cases, and file SARs, and take any other appropriate action warranted.
  • New High Risk account 30 day reviews
  • Follow up with members as needed, particularly on escalated issues
  • IS issues related to departmental software, such as the BSA software
  • New account / CIP issues such as non US Citizens
  • FinCen314a and 341b review
  • Vendor Management assistance

25. Review all new applications failed for OFAC or any other red flags.

26. Review new business / organization applications

27. Train staff as necessary.

28. Participate in BSA Meetings to ensure overall Credit Union compliance.

  • Review and report staff performance weekly to Risk Manager

30. Document staff member evaluations

31. Backup Risk Manager

32. Perform any and all duties assigned.

  • BSA Case creation should be at the beginning of each month. (by Management)
  • BSA Case investigation should be completed within 30 days of creation
  • SARs must be filed within 30 calendar day of suspicious determination.
  • Continuing SARs reviews must be after 90 days and must be filed within 120 days.
  • CTRs must be filed within 15 days of the transaction.
  • OFAC scans should be run daily.
  • FinCen314(a) matches must be reported within 14 days.
  • FinCen314(b) requests should be responded to timely.
  • Member Risk Ratings should be run quarterly. (by Management)
  • High Risk members should be identified semi-annually and reviewed quarterly.
  • Vendor evaluation should be completed annually.
  • Reports should be reviewed as scheduled, monthly or quarterly.

Skills / Knowledge Required

  • Bachelor’s Degree required.
  • Certified Anti-Money Laundering Specialist (CAMS) Certification preferred.
  • Knowledge of Bank Secrecy Act, OFAC, FinCen regulations.
  • Ability to interact with member, financial institutions, and possibly law enforcement agencies.

The member contact will frequently involve individuals who are under suspicion of fraudulent acts.

  • Critical thinking to analyze account activity and other information.
  • Attention to detail - it is essential that all actions are documented accurately and timely.
  • Discreetness - all information must be maintained in confidence. Only give members information that is required by them and which is permitted to be provided by law, statute and regulation.
  • Ability to evaluate current fraud situations and formulate recommendations to reduce in the future.
  • Ability to use a personal computer; entering information via keyboard and accessing information from a computer screen. Familiarity with Microsoft Excel, Word.
  • Organization and thoroughness.
  • Ability to work independently and follow instructions.
  • Ability to cooperate and work well with others.
  • Excellent written and verbal communication.
