Po'okela is Hiring a Program Manager/Scheduler Near Fort Meade, MD

The Alaka'ina Foundation Family of Companies (FOCs) is looking for a Program Manager/Scheduler to support our government customer located in Ft. Meade, Maryland.

DESCRIPTION OF RESPONSIBILITIES:

  • Provide comprehensive Portfolio Level Integrated Master Schedule support. IMS will consolidate various schedules to develop a Portfolio Level Critical Path. Support shall include development, maintenance, and updates to capture not only IT Engineering efforts but all-encompassing standard DoD IT ACAT 1 Level type efforts.
  • Provide formal IMS Deliverable Development for submission up to and including Congressional Level IMS artifacts.
  • Develop and maintain a schedule of planned activities and submit a Work Breakdown Structure for review and approval by the COR. Upon government approval, shall maintain a project Work Breakdown Structure (WBS) that will outline all high-level tasks, subtasks, and the level of effort.
  • Address key milestone events, critical path activities, and delivery dates and be baselined.
  • Analyze deviations from the schedule baseline once it is established and determine the overall impacts to the program. Significant changes to the schedule shall be communicated to the COR within five (5) working days following identification of the need for change. A significant change would include activities or changes that potentially affect ability to submit deliverables in accordance with the current work plan, or those that are expected to impact critical path, other major events, or milestones captured in the IMS. This notification shall include any identified causal factors and potential recovery mechanisms.
  • Actively manage all activities described within this PWS. This includes allocating staff and resources necessary to meet the specific performance objectives.
  • Perform project management assessments of tasks, documentation, tracking and reporting progress.a) Apprise senior management on productivity and quality assurance.b) Develop transition/migration plans.c) Support government efforts for document review and approval.d) Manage contract schedules and coordinate contractor activities IAW the PWS. e) Identify and communicate issues and risks to the Government and offer recommendations on how issues/risks should be mitigated to successfully satisfy the requirements.f) Notify the COR when the contractor believes that any Government activity may impact performance, schedule, or cost.
  • Submit a monthly Contract Status Report. Within this report, convey the status of all Task Areas awarded as of contract inception, in addition to all relevant billing information. Include in this report a roll-up of the Task Areas on performance metrics, cost metrics, schedule, critical items for Government review, accomplishments, significant open issues, risk and mitigation action, summary of issues closed, meetings completed and projected, projected activities for the next reporting period.
  • Provide Task Area Management to ensure successful completion of each Task Area in this PWS.
  • Oversee all task level activities and provide the leadership and controls necessary to meet deliverable targets, maintain staffing at levels required to satisfy customer requirements, interface directly with Government leads for all task areas, and exercise control over all assigned task personnel.
  • Provide a Task Area- Program Management Plan for Government review and approval, which addresses all the Task Area activities and assigned tasks. The Task Area Management Plan shall describe the technical approach, organizational resources, and management controls to be employed to meet the cost, schedule, and performance requirements throughout the execution of this task in the form of a Task Area Progress Report.
  • Monthly Program Review Meetings shall be conducted with the Government Program Management Representative and designated COR or ACOR. The review shall address overall program status and provide details regarding technical, programmatic, scheduling, service implementation, completion, operation, administration, and management issues. Dates, locations, agenda, and attendance requirements shall be specified by the appropriate Government representative, at least five calendar days prior to the meeting.
  • Ensure that all documented guidelines and operating procedures for control is followed for all areas of performance.
  • Develop and implement additional quality assurance/control procedures to ensure all work performed is IAW standards prescribed in this task order.
  • Other duties as assigned by Supervisor.

REQUIRED EDUCATION/CERTIFICATIONS:

  • Five to eight (5-8) years working experience with a Bachelor's degree

or

  • Eight to twelve (8-12) years working experience with Associates degree/Professional Certificate

REQUIRED SKILLS AND EXPERIENCE:

  • Experience building, refining, and maintaining detailed program-wide schedule, including the integration of and traceability between the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS).
  • Demonstrated knowledge identifying resources and using that information to add resources, money and personnel, to project schedules.
  • Experience identifying resourcing issues and providing the PM with recommended courses of action.
  • Participate in the direction and management of complex project schedules requiring an interface with multi divisional activities, independently identifying project resource requirements, and integrating the activities into a single collective overall project plan.
  • Experience in the documentation, coordination, validation, approval, reporting, and configuration control of schedule and budget baseline.
  • Experience performing Monte Carlo schedule risk analysis and briefs results to leadership and clients.
  • Experience providing weekly, monthly, and quarterly oversight of schedule and budget integration briefings and performance analysis to Senior Leaders.
  • Provide support for Integrated Baseline Reviews and Program Management Review (PMR).
  • Advanced Scheduling expertise.
  • Advanced knowledge of Critical Path Methods (CPM).
  • Experience working with Sub-contractors.
  • Expert level skills with MS Project, MS Project Server, or MS Project Professional.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. citizen.
  • Must have an active (or interim) Secret clearance prior to the start of performance
