Position Summary:

The Enterprise Data Services (EDS) group, within the Office of the Chief Digital Officer (OCDO). oversees the data architecture, data integration, data warehousing, data quality assurance, and business intelligence for the Department of Behavioral Health and Intellectual disAbility Services (DEHIDS).

The EDS group is seeking a Senior Business Data Analyst to support in documenting and updating information regarding data systems and business processes across the entire department. This position will be responsible for overseeing the development of business process models, conceptual data models, and application development specifications for all business processes and data systems within the division of Administration, Finance and Quality (AFQ). which the EDS group reports under. This position will ensure that required documentation is produced for all data systems within the department: this includes supporting businesses, such as the Behavioral Health Special Initiative (BHSI) unit within the Behavioral Health Division (REID), who may not currently have embedded business or data analysts. In addition, this position will work with the Enterprise Data Warehouse (EDW) group and the Enterprise Data Architect in projects that require added technical support.
A senior position within the EDS group, the Senior Business Data Analyst will report directly to the EDS Director and at times oversee the direct management of individual projects, as assigned, providing crucial insight and the tracking of deliverables.

Duties and Responsibilities:

  • Conduct comprehensive data analysis using various tools and techniques to extract valuable insights and trends from large datasets.
  • Create visually engaging and informative reports, dashboards, and data visualizations to communicate findings to stakeholders and facilitate data-driven decision-making.
  • Develop and maintain business process models and data models to support business requirements. analytics, and forecasting.
  • Ensure data accuracy, completeness, and integrity by implementing data quality checks, cleansing, and validation processes.
  • Collaborate with cross-functional teams to understand their data needs and provide actionable insights to drive business improvements.
  • Contribute to the development and implementation of the organization’s data strategy and data governance framework.
  • Stay up to date with the latest data analytics tools and technologies and recommend and implement new solutions when necessary.
  • Mentor and guide other staff within the unit, providing technical expertise and promoting best practices.
  • Effectively communicate complex data findings to both technical and non-technical stakeholders, making data-driven insights accessible to all.
  • Other duties, as assigned.
Skills Required:
  • Proven experience in data analysis, preferably in a senior or lead role.
  • Proficiency in data analysis tools (e.g., SQL) and data visualization tools (e.g., QlikSense, Tableau, Power BI).
  • Proficiency project management tools (e.g., Asana, Wrike. MS Projects).
  • Strong knowledge of statistical analysis and modeling techniques.
  • Excellent problem-solving and critical-thinking skills.
  • Strong project management and organizational skills.
  • Ability to work independently, with limited supervision, and collaboratively and effectively in a team environment.
  • Strong communication and presentation skills.
  • Knowledge of business operations and objectives.
Education and Experience:

Bachelor’s or Master’s Degree in a related field (e.g., Data Science. Statistics, Business Analytics)

Five years of experience in a technical field performing data analytics, modeling, and statistical analyses.

Minimum of three years of experience:

  • acquiring and using data in various formats (JSON, XML, CSV. Excel, etc.) from various sources (APIs, files downloaded from the web, hand-curated datasets, packages of scripts, etc.)
  • with SQL database queries and reporting
  • with data warehousing and data pipelines
  • checking data for accuracy at both individual data point and summary level
Familiarity with health data is a plus.

Physical Demands:

Ability to physically perform duties and work in the environmental conditions required. such as maneuvering in office space, reaching file cabinets, faxing. and the ability to use a copier when necessary. Must be able to sit for up to 2 hours viewing a computer monitor and using a keyboard and mousc to perform data entry functions. Able to travel locally via public transportation and on foot from 123 South Broad Street to 1101 Market Street. 801 Market Street, and other destinations as needed
