Overview

Planned Systems International, Inc. (PSI) is seeking a Project Controller. This role is an essential interface between contracts, accounts receivable, accounts payable, operations, finance, and the applicable Sector President, Vice President, or Program Manager. This is a full-time position supporting both a Sector President for Sector-level assistance and as designated controller serving the VP/PMs for a large multi-year program. Adhoc assistance to smaller program PMs and engagement with PSI's.

Essential Functions and Job Responsibilities

Accounting department is also required, on a near-daily basis. The successful candidate's core responsibilities will include, but not to be limited to:

    Serve as the designated Project Controller to support Health Sector. Reports directly to the Manager of Health Sector Operation.
  • Providing primary on-going finance, contractual, and administrative support to the Health Sector and the applicable Managers.
  • Remaining up-to-date on project values, cost (including labor hours), and providing burn rate forecasts across the project and across subcontractor purchase orders for managing resource allocation and realignment decisions.
  • Tracking contract award and modifications and status of billed and unbilled revenues.
  • Maintaining a complete project file and up-to-date estimate at completion (EAC) for assigned projects.
  • Distinguishing accounting requirements per contract and per contract type - FFP, T&M, CPFF.
  • Supporting multiple projects and project managers.
  • Assisting in pricing validation in support of proposals or responses to customer requests.
  • Other duties as reasonably assigned. Travel to the office or other locations is required on an as-needed basis (authorized travel expenses would be reimbursable)
  • Maintenance of a Project File, to include as-bid budget, EAC, PWS or SOW, and other appropriate project documentation through project closeout or termination.
  • Project Startup
    • Ensure project labor setup is correctly coordinated with contracts, accounting, and human resources as necessary as well as communicating to the executing Project.
    • Team the pertinent project information.
  • Cost Performance & Accounting
    • Monitoring contract cost performance, address notification of funding limitations.
    • Assist in detail review of monthly invoice, ensure all billable time is included invoice at appropriate rate and Labor Category.
    • Remaining knowledgeable of and tracking Open AR and Unbilled Amounts for project, monitoring status of accounts receivables and being proactive to resolve problems.
    • Providing invoice support as necessary.
  • Contracts
    • Assisting PM in preparation for project kick-off meetings.
    • Be knowledgeable of all contract documents including proposed, contract documents, modifications, as well as subcontract documents.
  • Project Closeout
    • Ensuring that a completed and signed copy is placed in the project file.
  • Other
    • Individual will be an advocate for business process improvement - developing, implementing and documenting necessary policies and procedures.
Minimum Requirements
  • BS in Business Administration (or in a related field) or equivalent with 4 years of Project Control/Resource Advisor/Accounting Liaison experience with a Government Contractor. An equivalent combination of education, certifications, and relevant experience may be considered.
  • Experience in the following:
    • Government contracting with Performance Based Contracts and IDIQ vehicles for FFP, T&M, CPFF, and CPAF type orders.
    • Managing activities related to preparing budgets and forecasts to the project and track financial metrics such as revenue, expense, etc.
    • Performing financial analysis such as reconciliations and variance analysis.
    • Skills in coordinating schedules, leading meetings, updating and distributing meeting materials, and identifying and tracking action items.
    • Demonstrated understanding of business actions necessary for processing travel requests and invoices within a Government setting.
  • Proven strong skills in organizing and managing time across multiple tasks and customer needs.
  • Highly motivated, problem-solving, multi-tasking individual who works well in a fast-paced dynamic environment is essential.
  • Must be able work independently and very efficiently.
  • Proven ability to develop and maintain effective relationships with internal and external customers.
  • Excellent oral and written communication, interpersonal, and consulting-type skills.
  • Proficiency in all MS office (Word, PowerPoint, Excel, Outlook). Must be strong in advanced Excel.
  • U.S. Citizenship is required.
Desired Qualifications
  • Experience with Deltek product suite.
  • Understanding of subcontracts and subcontract purchase order and invoicing processes.
  • Experience supporting project management of information technology systems.
