General Description
The VP of Clinical Services shall have overall responsibility for the delivery, accountability, development, and effectiveness of all clinical/treatment services, including operational coordination with the Medical Services team. The VP of Clinical services shall develop both short- and long-term clinical objectives and strategies to ensure they are aligned with the organization’s primary priorities. They must utilize metrics and QI/PI principles to guide and oversee clinical initiatives.

Job duties include but are not limited to:
Agency Management
- Participate in and contribute to organizational executive leadership as a member of the organization’s executive leadership team.
- Model organization’s values (Hope, Excellence, Collaboration, Compassion)
- With Clinical Directors and Program Managers, develop, implement, and maintain a system of accountability to monitor utilization of program resources, clinical appropriateness, quality and outcome of services, client satisfaction, and workforce wellbeing.
- Develop a plan and infrastructure to expand clinical services. Implement strategies for enhancing employee productivity with persons served.
- Participate as the lead clinical member in strategic planning and improvement activities.
- Develop functional relationships with community agencies, healthcare organizations, state authorities, local government entities to facilitate the organization's mission.
- Promotes the organization’s values, quality of care standards, and outcomes with client organizations, professional organizations, and presentations in the community.
- Assist with the organization’s oversight and planning around financing and budgeting, specifically in the clinical program area.
- Develop and implement a plan for promoting the value and increasing the utilization of employment services as a treatment and health improvement intervention.
- Serve as a clinical representative for the organization with Missouri Behavioral Health Council and other state and regional planning groups and committees.
- Work closely with the Medical Director to continue to improve the effective and accountable coordination of behavioral/physical health and necessary social/emotional supports.
- Collaborate with administrative staff and department leads regarding issues, policies, and procedures that impact client safety and quality of care.
- Develop an annual clinical services plan based on the organizational strategic plan and includes projected goals, objectives, and performance metrics.
- Promote team building and collaboration. Motivate, encourage, and empower staff to achieve personal, organizational, and team goals. Celebrate accomplishment. Encourage and provide opportunities for staff input and feedback regarding improvement opportunities. Mentors and coaches the leadership team.
- Regularly informs and updates staff on organizational and industry issues.
Program Development
- Lead organization’s planning, development, and implementation of new services and programs based on need (especially those that are innovative or evidence-based practices)
- Plays an integral role in driving cross-functional strategy and support.
- Develop, in conjunction with the Compliance Director, policies and procedures to ensure program contract compliance.
Supervision
- Plan, organize, and direct the activities of all organizational clinical services.
- Oversight of resourcing, developing, training, and managing a successful clinical operations team.
- Direct the hiring, assignment, supervision, and termination of staff within supervised areas.
- Complete annual performance evaluations with supervised staff
- Ensure supervised staff complete annual training requirements as outlined in organizational policy.
- Guide supervisees as needed.
- Complete annual training requirements as outlined by organizational requirements and supervisor.
- Performs other related tasks as assigned by the supervisor.
