General Description

The Community Behavioral Health Liaison (CBHL-I) coordinates services for individuals with behavioral health needs who have experienced the justice system through law enforcement, courts, and jail personnel. The CBHL is part of the Legal Outreach Team and will work with local systems to coordinate care for justice-involved individuals who have complex mental health and/or substance use needs that are either unmet or poorly coordinated.

Job duties include but are not limited to:

  • Establish ongoing relationships with law enforcement, courts, Sobering Center, and 911 Diversion programs
  • Coordinate services and provide brief case management for individuals with behavioral health plans who have come to the attention of law enforcement, the courts, jails, the Sobering Centers, and 911 Diversion
  • Coordinate with Access Crisis Intervention (ACI) and 911 Diversion including by 1) assisting law enforcement in assessing individuals with behavioral health needs and then coordinating services, and 2) assisting law-enforcement, court, and jail staff in locating inpatient psychiatric beds for court-ordered involuntary detentions and in filing petitions for involuntary detention with the probate court for those individuals who represent a likelihood of serious harm due to a behavioral health disorder
  • Participate in local law enforcement training as assigned, including 40-hour CTI training
  • Conduct welfare checks with law enforcement as assigned
  • Allocate 50% of each workday towards appropriate service visits
  • Complete and report service activities accurately, comprehensively, and within required standards outlined per agency standards of 5 business days
  • Provide support and referral to care for law enforcement to assist in coping with stress and/or trauma and to promote officer wellness and family well-being
  • Maintain high quality and achievement of targeted results through active participation in performance management and the principles and practice of CQI
  • Keep current on agency initiatives/procedures/policies through all forms of communication (email, intranet site, newsletters, etc.)
  • Maintain confidentially of persons served as outlined by agency policy. Be alert to the parameters of Memorandums of Understanding (MOU) between the agency, law enforcement, courts and/or jails, sharing information in each instance on an “as needed” basis
  • Attend monthly conference calls, webinars, and face-to-face meetings/trainings, and conferences such as the annual Missouri Behavioral Health Council (MBHC) and MO Crisis Intervention Team (CIT)
  • Provide support, debriefing, and appropriate referrals for law enforcement to assist in coping with stress and/or trauma and to promote officer wellness and family wellbeing
  • Positively contribute to the treatment team and attend team meetings as scheduled by team leader
  • Fulfill on-call requirements as assigned
  • Complete required annual training hours as outlined by employee handbook and maintain any licensure requirements, providing timely documentation to HR Office
  • Participate in professional development annual planning to increase opportunities for career advancement
  • Must commit to become commissioned as a Notary Public in the State of Missouri
  • Performs other related tasks as assigned by the supervisor
