Summary:

PKL Services Inc. is a professional services firm focused on Government customers and is seeking a knowledgeable administrative professional to support a military squadron in a General Clerk III (GC III) role to provide administrative services in support of the Commander, Naval Air Forces (CNAF).

A professional services firm focused on Government customers, is seeking a knowledgeable administrative professional to support a military squadron in a General Clerk III role to provide administrative services in support of the Commander, Naval Air Forces (CNAF) FRS & VX Squadron Personnel department at China Lake, CA.

Task and Responsibilities:

  • Follow clearly detailed procedures in performing simple repetitive tasks in the same sequence.
  • Responsibilities include filing pre-coded documents in a chronological file, or operating office equipment, (e.g., mimeograph, photocopy, typewriter or fax machine).
  • This position uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence.
  • Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures.
  • Be familiar with the terminology of the office environment.
  • Typical duties include: assisting in a variety of administrative matters; maintaining a wide variety of financial or other records (stored both manually and electronically); verifying statistical reports for accuracy and completeness; compiling information; and handling and adjusting complaints.

Operations Department Administrative Support Services:

Performance Objective: The contractor shall provide administrative services to support the Operations Department and facilitate flight training documentation requirements of staff and student personnel.

  • The contractor shall greet visitors to the office and department, and answer questions regarding office procedures and policies.
  • The contractor shall receive draft documents, enter into the tracking system, review each for completeness, prepare, proof, route for government review, and archive according to established guidelines and directives.
  • The contractor shall make non-substantive changes real time. Recommendations for substantive changes shall be made to the Technical Assistant (TA) to the COR and implemented by the contractor upon TA approval.
  • Documents include instructions, notices, directives, messages, letters, memorandums, point papers, leave requests, fitness reports/evaluations, award recommendations and briefings.
  • The contractor shall draft and route the daily flight schedule and maintaining the department calendar and briefing room schedule.
  • The contractor shall receive, distribute, and file flight related publications and charts.
  • The contractor shall ensure all flight publications and charts are kept current.
  • The contractor shall maintain Aviator Flight Logbooks.
  • The contractor shall update SHARP database.
  • The contractor shall perform flight and simulator data input and retrieval requirements in Sierra Hotel Aviation Reporting Program (SHARP) and Naval Aviation Logistics Command Management Information System (NALCOMIS) databases, verifying the accuracy and agreement of both databases.

Required education/skills background:

  • High school diploma or equivalent.
  • Must be authorized to work in the United States (U.S.).
  • Preferred minimum three (3) years’ experiences in supervisory or managerial position in a U.S. Navy activity as a uniformed service member, civil servant or contractor employee performing routine Administrative, Personnel Administrative Support Services, or Travel Administrative Support Services duties.

Required Work Authorization/Security Clearance:

  • This position is subject to a government security investigation.
  • Requires access to Personally Identifiable Information (PII), unclassified sensitive information, unclassified Department of Defense Information Technology (DoD IT) systems, and the host installation or squadron spaces.
  • Must be able to receive a Government Common Access Card (CAC), access Government systems, and requirements of Department of Defense (DoD) Instruction 1000.13 and SECNAVMAN 5510.30 (series) and SECNAVINST 5211.5 (series) prior to performing administrative services outlined in the PWS.
  • Shall possess and maintain a SECRET or Top Secret/Sensitive Compartmented Information Facility (TS/SCI) Security Clearance.
  • Reliable transportation is necessary to gain access to job site.

Position and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday- Thursday 9 hours, every other Friday 8 hours. Evening or weekend work may be required as job duties demand. Hours are 0630-1630, but are subjected to change based on the needs of the squadron. Occasional telework may also be required upon request of the customer or PKL.

Travel:

Five percent (5%) of travel may be required for job-related training attendance.

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. While performing the duties of this job, the employee is regularly required to sit. Job site requires moderate walking and climbing multiple flights of stairs.

Work Environment (ADA):

May be required to work in areas in or near a hangar/ flight line that are noisy at times. May be exposed to discomforts, such as heat, cold and wind. May be required to wear personal protective equipment when in or passing thru a hazardous area.
