Pioneering Evolution is Hiring a Program Analyst Near Arlington, VA

Job Description:

Pioneering Evolution is seeking a Program Analyst who has experience in DoD planning, budgeting, and execution. The ideal candidate will also have experience in annual budget analysis and task planning. Prior NAVSEA or NAVWAR experience is preferred but not required. Please see the list below for basic qualifications.

Basic Qualifications:

  • Active Secret Clearance
  • 5 years’ experience supporting DoD acquisition and contracting activities
  • Expert level knowledge of DoD Planning Programming Budgeting & Execution System (PPB&ES) Processes/Requirements.
  • Working-level knowledge and experience of yearly budget and task planning for a DoD ACAT Program.
  • Working-level knowledge of the FAR, DFARS, NMCARS, and DoD 5000 series regulations and laws.
  • Experience in developing high-visibility briefings.
  • Experience developing and coordinating reports for DoD programs.
  • Working-level knowledge of contract types (FFP, CPFF, CPIF, IDIQ, BPAs, etc.)
  • Experience advising senior-level program office staff and coordinating with the warfare center technical team.
  • Ability to work effectively with Business Financial Managers (BFMs), Program Managers, and technical SMEs.
  • Ability to manage and adapt to changing priorities
  • Possession of excellent customer responsiveness, adaptability, and flexibility skills
  • Program/Project Management Experience
  • Direct NAVWAR or NAVSEA Program Office experience (preferred)
