JOB SUMMARY

Manage Pinal County's procurement functions to assure that purchases of goods and services result in the best overall value to taxpayers are made according to sound business practices, in open and fair competition, and in compliance with the Pinal County Procurement Code. Manage assigned staff, and assist departments with critical and complex purchasing issues.
This position is not covered under the Pinal County Merit System. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship of incumbents in this position is "at will"; the employee may be terminated at any time, for any reason, with or without cause.

Example of Duties

Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Manage procurement services and oversee the preparation and evaluation of bid proposals and selection of contractors in order to procure materials, equipment, and services from qualified and responsive vendors in a manner in which ensure practices are consistent, open and designed to encourage maximum competition and best value.
  • Aggressively negotiates favorable pricing and contracts that serve County and taxpayer interests at the lowest total cost.
  • Serve as subject matter expert on the Pinal County purchasing process and assure open and fair competition, procedural integrity, and compliance with State and Federal laws, and County codes and policies.
  • Continuously review policies and procedures governing procurement in order to improve upon and standardize the processes.
  • Establish purchasing policies and procedures and ensure compliance with all applicable laws by managing, reviewing and monitoring procurements conducted.
  • Manage, supervise, develop and regularly meet with procurement staff to, plan, prioritize, and assign tasks and projects, train, establish goals, monitor work, and evaluate performance.
  • Establish, review and update standard contract clauses for use in contracts, solicitations and purchase orders.
  • Review and execute contracts, purchase orders, change orders and other documents within the delegated authority.
  • Develop and maintain strong relationships with County departments and work with departments to forecast activities, define procurement requirements, specifications, deliverables, and scope of services, provide advice and consultation on procurement issues, and interpret County policies and procedures in order to develop short-term and long-term strategic procurement plans.
  • Manage and administers the County’s Procurement Card and Contract Administration programs.
  • Oversee the review, analysis, and evaluation of bid responses and proposals.
  • Conduct research projects, compile and evaluate data, prepare reports and statistical analyses, and prepare special reports and studies on procurement activities and decisions.
  • Meet with vendors to resolve issues, define County needs and goals, review performance, complete technical documentation, and negotiate award of contracts.
  • Develop training materials and conduct procurement system training for the Finance department and County staff.
  • Respond to requests for information and resolve them by researching files and records, and coordinating activities with other departments and referring matters requiring policy resolution to Director for resolution.
  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
  • Perform other related duties as required.

Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree in Supply Chain Management, Business or Public Administration, or related field.
  • Six (6) years of supply chain/purchasing experience including two (2) years of supervisory experience.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications:
  • Professional certification as a Certified Professional in Supply Management (CPSM), Certified Professional Public Buyer, Certified Procurement Professional (NIGP-CPP) or Certified Professional Public Purchasing Officer is required within five (4) years of hire date.

Supplemental Information

  • Knowledge of and experience in critical supply chain management tasks and concepts: negotiation planning, negotiations, contract management, requirements definition, forecasting, total cost analysis, stakeholder influencing, logistics, supplier financial analysis, supplier performance monitoring
  • Ability to develop and implement a County-wide procurement strategy and influence departments to participate.
  • Considerable knowledge of contract law and the ability to negotiate contracts for both professional and non-professional services, construction and supplies.
  • Skill in developing and utilizing group performance indicators to track and improve efficiency.
  • Ability to communicate professionally with people at all levels of County organization as well as with external contacts
  • Knowledge of State and Federal laws, statutes, rules, and regulations governing public sector procurement activities.
  • Knowledge of Office of Budget and Finance and County procurement policies, procedures, and regulations.
  • Knowledge of principles and practices of public sector purchasing and records management.
  • Ability to provide strong leadership and direction, clearly defining objectives and motivating employees to accomplish responsibilities.
  • Skill in analyzing procurement issues and developing recommendations for solving problems.
  • Skill in interpreting and applying procurement standards and practices, applicable Federal rules and regulations, and County policies and procedures.
  • Skill in analyzing and interpreting contracts and technical documents.
  • Ability to interpret customer needs and solve difficult customer service issues.
  • Ability to assess and prioritize multiple tasks, projects, and demands.
PHYSICAL DEMANDS:
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.

Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.
