The Phoenix Information Technology (IT) Manager will be charged with managing the establishment and execution of the IT strategy and design. The Phoenix IT Manager – Virginia will be located in Williamsburg, Virginia and will report to the Program Manager.

DUTIES AND RESPONSIBILITIES:

• Establishes and maintains the database which permits the smooth flow of information.
• Ensures that all Phoenix computer hardware and the Phoenix computer-aided drawing (CAD) system are properly maintained, service contracts are in place, and network operation is uninterrupted.
• Coordinates software modifications and ensures that all equipment is maintained with the proper configuration and managed to ensure uniformity and database accuracy.
• Develops and maintains an IT workforce with the appropriate mix of business knowledge, technical skills, and competencies that balance the needs between growing the agility required to achieve business objectives and ensuring the core IT functions are reliable, stable, and efficient.

JOB REQUIREMENTS:

• Post-graduate computer science or IT related technical degree. In lieu of a degree, seven additional years of experience in IT related fields may be substituted.
• Minimum of eight years of experience with increasing responsibilities in management and support of information systems and cybersecurity and IT strategic planning and design.
• Eight years of experience (may be concurrent to above) in information security and ensuring integrity of organization-wide data, proprietary information, and related intellectual property with the demonstrated ability to install and use software such as firewalls and data encryption programs to protect sensitive information.
• Thorough understanding of virtual servers, virtual networks, failover clusters, hyper-convergence, and hybrid cloud technologies.
• Demonstrated ability to monitor networks for security breaches, conduct investigations to determine root cause, prepare reports on security breaches documenting extent of the damage caused by the breaches, and develop mitigation plans and preventative solutions.
• Demonstrated ability to conduct penetration testing, simulating attacks probing for vulnerabilities in systems before they can be exploited.
• Thorough understanding and knowledge of the latest cybersecurity trends and demonstrated ability to identify, vet, and incorporate emerging and evolving technology/platforms.
• Demonstrated supervisory experience and proficiency managing IT staff.
• Demonstrated ability to develop and manage disaster recovery plans and compliance, allowing for continuity of operations of networks and systems during breaches or outages. Past work must include implementing preventive measures such as fail-over and replication technologies.
• Extensive understanding of Governmental regulations, policies, and best practices regarding threat mitigation, privacy, record retention, export compliance, and security and management of systems.
• Comprehensive understanding of database technologies.
• Ability to pass a pre-employment drug/alcohol screen and background check, as required.
