Rates & Federal Regulatory Affairs Analyst

The Rates & FRA Analyst works with supervisor and senior level peers to prioritize projects, provide analysis and deliver on the essential work of the department. This individual assists in the evaluation and analyses of positions filed or taken by pipelines, producers, local distribution companies (LDC's), utility industry groups, and FERC policy positions to assess both the operational and economic impact upon PGW at both the Federal and State level. In addition, at this level, this analyst is becoming familiar with predetermined policy guidelines and PGW’s Tariff in order to coordinate activities with in-house staff, legal counsel and consultants as required in order to recommend or formulate policy positions for determining appropriate pricing and analyses activities. 

Responsibilities

Assist in developing and providing general and specific internal communications regarding governmental relations.

Assist with PGW load and price forecasting by analyzing pipeline data to support projections of gas supply realignment costs, natural gas refunds, transportation charge, contract limitations and prospective rate design impacts; develops natural gas and pipeline tariff price assumptions for PGW's budget and forecast, rate case filing, 1307 (f) GCR filing, and financing alternatives.

Consult with the Gas Planning section in advance of the application of approved or pending restructured pipeline services, determining both the form and date of implementation for operational and strategic planning studies.

Provide department with information required for quarterly 1307f and other required state filings.

Research and analyzes anticipated level of migration to transportation services.

Research and recommends nontraditional services and rate design alternatives.

Establish and maintain working relationship with appropriate personnel of PGW's pipeline suppliers to provide the background upon which supply, price and refund projections can be based for input into PGW's load forecasting programs in a timely fashion.

Evaluate pending activities in the federal sphere to identify those which impact on PGW and assists in the preparation of detailed analyses to support development of proposed company position.

Perform other special projects and assignments as requested.

Qualifications

Bachelor Degree in business, finance/accounting, economics, statistics or other related field of study required.

1 to 5 years` experience in analytical studies and providing the necessary background in pipeline rate structure and design, cost allocation alternatives, cost of service and rate of return concepts.

2 to 3 years direct experience in the gas industry with knowledge of gas supply, load dispatching, transportation, brokering, and PGW's specific customer profile.

Must have a thorough understanding of the PA Natural Gas Choice Act (Act).

Must have verbal and written communication skills with the ability to write a variety of technical and legal correspondences, engage in public speaking and negotiation procedures to secure the cooperation of multi-level personnel.

Must have organizational skills with the ability to work smoothly under pressure while producing quality and timely assignment.

Must be flexible to working on short notice, early departures, late returns, frequent unannounced overnight stays, and out-of-hours conference work.

Must have interpersonal skills with the ability to work with PGW personnel at all levels within the organization, outside consultants, council and regulatory agencies to discuss issues pertinent to rates and services.
