POSITION DESCRIPTION:
Perikin Enterprises is seeking a Project Coordinator at Arnold Engineering Development Complex (AEDC), Arnold AFB, TN. Perikin is headquartered in Albuquerque, NM, and provides management, engineering, and environmental services and executes construction projects for the Department of Defense (DoD), Department of Energy (DoE), U.S. Army Corps of Engineers, and other organizations. This position is in support of Perikins contract to provide engineering services; program, project, financial, and information management; and administrative support to the Test Resource Management Centers (TRMC) High Speed Systems Test (HSST) program and Hypersonic Test & Evaluation Investment Program (HyTIP) Program Management Office (PMO) located at AEDC. The HSST program develops new technologies to improve test and evaluation (T&E) of high speed and hypersonic systems. HyTIP executes projects to advance and integrate those technologies into the DoD's Major Range and Test Facility Bases (MRTFB). These missions are conducted by entering into agreements with DoD, NASA, and DoE organizations and letting contracts to private industries and universities. The projects executed across the US under the HSST and HyTIP programs will transform America's hypersonic T&E capabilities.
PRIMARY JOB DUTIES
Assist the Project Managers, financial analysts, and engineers in the execution of project management processes, including cost, schedule, and risk management. This position also assists the Project Managers and Engineers with administrative support for meetings facilitation and status reporting.
Assist the project staff with scheduling, coordination, logistics, and generally facilitating efficient execution of Government acquisition processes.
Assists in developing statements of work, performance work statements, or specifications documents.
Develop and maintain the schedule for assigned projects in conjunction with project staff.
Coordinate tasks and resources across multiple, simultaneous projects throughout the entire acquisition life cycle.
Communicate with senior management regarding the status of specific projects.
Provide daily and weekly reports on highly visible tasks and projects.
Monitor project budget and schedule progress from project startup to completion.
Document and maintain the change management register and all associated reporting.
Assists the project staff in identifying, mitigating, and documenting project risks.
Coordinate the content collection of the status report for review and approval by Government officials.
Provide project information in the execution of AEDC mission objectives and assist in the future development of new acquisitions.
Assist with the formulation of budget requirements and assist in the development of execution plans in accordance with AEDC programmatic requirements and technical objectives.
Work with internal and external executing organizations to receive accurate and timely project execution information.
Support the development of Independent Government Cost Estimates (IGCEs).
Assist Mission Partners with navigating internal financial policies and procedures and coordinating time-sensitive information.
Organize deliverable trackers and facilitates deliverables sign-off.
Records and files meeting minutes, sighting action items for project meetings.
Assist project staff with building and maintaining budgets, obligations, and expenditure plans.
Work with internal and external executing organizations to receive accurate and timely technical and financial data.
Prepare project status, budget, and financial execution reports and presentations.
Tracking execution and notifying program managers of issues and funding needs.
Maintain excellent communication and coordination with Government customers.
EDUCATION & EXPERIENCE
Minimum 5 years experience in project controls, project management support, or financial management.
Bachelor's Degree in business management, business administration, economics, finance, or related discipline.
KNOWLEDGE, SKILLS, & ABILITIES
Required:
Demonstrated record of proactive, self-initiated project controls.
Experience with drafting statements of work, performance work statements, or other procurement specifications.
Experience with creating and maintaining project schedules.
Knowledge of Government or Industry contracting processes.
Familiarity with risk management processes
Desired:
Knowledge of Government acquisition environments.
Experience with DoD or other Government financial management and transaction processes.
Knowledge of DoD funding processes, including Military Interdepartmental Purchase Requests (MIPRs) and other agency funding documents, Interagency Agreements, and intra-governmental financial agreements (e.g., 7600a).
Advanced training or education in project management processes (e.g., PMP certification).
Knowledge of DoD financial management processes, agreements, financial transactions, and contracting.
WORK CONTEXT
Potential for up to 5% travel
Work safely and professionally while adhering to all regulatory requirements (FAA, OSHA, DOT, EPA, State, Federal regulations, etc.).
Read, hear, speak, and see with no restrictions, as job duties require.
Comprehend and adhere to management directions and/or safety instructions with no restrictions.
Effectively communicate in the Business English language.
Pull, push, carry, lift, or move items up to 10 lbs. throughout the work shift without assistance, as required by job duties.
