The Pension Benefit Guaranty Corporation is currently recruiting a Director to lead, manage and oversee the Policy, Research, & Analysis Department (PRAD) within the Office of Policy and External Affairs (OPEA).

PRAD is responsible for developing policy for PBGC's insurance programs and conduct related research and modeling. Policy activity encompasses legislative and regulatory analysis and proposal development related to benefit guarantees, employer liability, and premiums. Research addresses actuarial and financial issues to support policy development and involves modeling for forecasting purposes.

The ideal candidate selected for this position will:

  • Lead, manage, and oversee the Policy, Research, and Analysis Department (PRAD).
  • Design and oversee research conducted by PBGC that is useful to policy makers and stakeholders, and to ensure timeliness and quality in the formulation, execution, and explanation of analyses and reports.
  • Provide advice and analysis on legislation, policy, regulations, program design, and research relating to pensions, retirement security, and other relevant matters.
  • Identify legislative requirements for program development and analyze internal/external legislative proposals. Prepare authoritative papers, analyses, and recommendations on policy issues for use both internally and externally for PBGC.
  • Represent the PBGC in various inter-agency high level initiatives, in the area of policy development and analysis.
  • Maintain professional and program-related contacts with other ERISA agencies (the Departments of Labor and Treasury), the office of Management & Budget and other offices within the Executive Office of the President (EOP), the Congress, private pension community, insurance industry, and others as appropriate.
  • Provide recognized authoritative pension advice to the Corporation, EOP officials, and Congressional committees, and high-level officials in other Federal agencies.
  • Represent the PBGC in various inter-agency high level initiatives, in the area of policy development and analysis.
  • Provide recognized authoritative pension advice to the Corporation, White House officials, and Congressional committees, and high-level officials in other Federal agencies.

This position serves as an Understudy to the current department director. If selected, you will shadow the current incumbent. Once the incumbent vacates the position, you will transition into the position at the SL without further competition.

Qualifications

You must possess the following by the closing date of the announcement.

Specialized Experience: Applicants must have at least one year of specialized experience at the GS-15 grade level in the Federal service or equivalent to the GS-15 grade level in the private sector overseeing, analyzing, or advising on policies relating to retirement programs; and undertaking forecasting and research activities using economic, actuarial, financial, and other analytic techniques.

Examples include: providing advice on retirement laws, regulations, and/or pension policy and practices and must demonstrate skill in using quantitative analytic techniques.

Examples that do not meet specialized experience are: experience related to advice on health insurance policies, activities involving operating budgets, OMB 300's, segment architecture (IT planning), accounting or budget forecasting; procurement planning, oversight or execution; government accounting policy; workforce planning; financial systems implementation; or any related financial/budget experience associated with the administrative infrastructure of an organization.

NOTE: Fellow of the Society of Actuaries (FSA) credential is preferred but not required.

Job Type: Full-time

Pay: $208,781.00 - $219,220.00 per year
